Cultivated Land is the carrier of food production, which is the materialbasis and an important guarantee of people’s livelihood."People more andland less" is China’s basic national conditions. The irrational use of cultivatedland and the abandoned phenomenon caused by construction of urbanizationlead to more shortage of cultivated land resources. At present, China is still adeveloping country with rapid development community and the acceleration ofurbanization, which bring irreversible effects to the environment and theclimate, particularly to the land circumstance. Environmental pollution and landpollution cause the degradation of land circumstance and the decline of thecultivated land’s quality and the output. Cultivated land reserved resource isthe important supplementary source of cultivated land, which has became anindispensable strategy to ease the problem of the national food security, andan important guarantee to achieve dynamic balance.This article is relying on the cultivated land reserved resource surveyorganized by Ministry of Land and Resources in2014. The data base, thesurvey object and evaluation methods are different from the previous survey.This paper is based on the correct theory of sustainable development and theman-land relationship, using modern GIS technology for the Inner MongoliaPlateau region to constitute a practical technical route which applies "limitedfactor" method to evaluate the polygon of the cultivated land reservedresources.This paper use Dongsheng District as a study example. By analyzing itsmain natural, social and traffic conditions to explain the data informationsources of cultivated land reserved resources data and agricultural census,soil survey, land remediation planning, ecological protection, ecologicalfarmland and other sources of information. By studying different indicatorsproduction methods and finally determined to use the "limited factor" method.The main evaluation factors involved include ecological conditions, annualprecipitation and irrigation, annual accumulated temperature, soil pollution, soildepth and parent material conditions, drainage conditions, salinization, terrain slope, soil texture, ease of cultivation, soil PH value. According to the index ofcontrol to different areas and different land types to evaluate the should tilth ofthe cultivated land reserved resources polygon, then evaluate the result ofcultivated land reserved resources survey, and propose the special problemsand solutions, finally complete the results of the evaluation and analysis.The study found:"limiting factor" method is the fast, accurate and effectivemethod to achieve the evaluation of cultivated land reserved resources survey,which will provide a reference and basis to national cultivated land reservedresources survey in the future.
