Since1.8billion mu of cultivated land "red line" policy have been proposed, in our countrythe system of protecting cultivated land has been was more stringent. The cultivated landrequisition-compensation balance system is the strategic policy of the country in order toprotecting cultivated land, not only to solve the problem of regional food security, but also complywith the requirements of sustainable development theory.This paper ideas is arable land reserve resources development to implementing the cultivatedland requisition-compensation balance, Mangshi city has been selected to research instance inthe southwestern Yunnan province minority areas, developed rapidly in recent years. Thesuitability evaluation and cultivated land requisition-compensation balance were studied, basedon map data of the second national land survey results, by GIS technology, mathematicalmodels and analysis techniques methods. This paper studying mainly three aspect:(1) Evaluatingsuitability of arable land reserve resources in Mangshi city and analyzing arable land reserveresources distributed and influencing factors;(2)The scheme of complementmeet to overall land use planning the construction of taking up cultivated land, according to thesuitability evaluation methods and results as the basis, combined with the actual situation ofMangshi city are obtained;(3) The countermeasures are raised of arable land reserve resources toreasonable development and realize the land sustainable use.Through the studying, draw the following conclusions:(1)At present there were still a certain number of arable land reserve resources ofappropriate farming, the total amounted to8892.30hm~2, accounting for61.67%in Mangshi city.The overall quality of reserve resources of cultivated land is high, one or two classes suitablereserve resources of cultivated land of quantity accounted for the overwhelming majority,accounting for92.72%of total amount of arable land reserve resources; should not be reservefarmland resources for a total of5298.36hm~2, first and second class land, accounted for the vastmajority of, respectively accounting for73.18%and21.35%, concentration distribution in easterncity at higher elevations, the steep terrain of the mountains.(2)On the suitability evaluation, with the terrain slope and the soil factors influencing, thedegree of appropriate reserve farmland resources suitability is reduced, and leading to the overallquality of appropriate reserve farmland resources declined in Mangshi city, the slope of the terrainis main restrictive factors of appropriate farmland quality class, there was3305.75hm~2appropriate farmland which quality grade have been assessed as third class, due to slope of theterrain.(3) With good natural conditions of Mangshi city, but over the years because of reserve landresources development in transition, there was little appropriate reserve farmland resources flat topography and site condition of good in the dam surrounding, in future, reserve landdevelopment to mountain spread trend, development difficulty is greater and greater.(4) By2020years, in Mangshi city, land development and consolidation of additional landtotal areas of not less than1162.19hm~2in the theory. In first class cultivated land1079.57hm~2,82.55hm~2second class,0.06hm~2third class. According to the actual situation of the Mangshi city,in accordance with600kg per-mu cultivated land in first class,400kg per-mu cultivated land insecond class, farmland, and200kg per-mu cultivated land in third class, ensure cultivated landgross is unchanged, the quality is not reduced circumstances, two kinds of relatively reasonablescheme of implementing cultivated land requisition-compensation balance was obtained. Scheme(1): complementary cultivated land number of first class suitable farmland1079.57hm~2, secondclass82.55hm~2, and third class0.06hm~2; Scheme (2): full complement second class suitablefarmland of not less than1702.03hm~2.The countermeasure measure was raised for ensuring reverse land resources reasonable wasdeveloped from the legal, administrative, economic, technological and social supervision in fiveaspects, promote sustainable use of land resources, but also for the land management departmentis engaged in the related work to provide technical reference.
