With the development of information technology, all walks of life can make use of it to conduct business. To ensure emergency response capability, a variety of emergency information systems came into being. The emergency information system in this thesis is a subsystem of the construction project of the Emergency Command Center of one province. It provides a platform for Emergency Coordination Committee Working Group and experts. It ensures the rapid delivery of information and the effective implementation of emergency response measures. It also provides a platform for the daily operations of the command center. It protects the daily needs of the emergency work. The provincial emergency work mainly involves military facilities. However, because of the earlier construction and lower construction standards, it is necessary to strengthen the emergency response system. The Provincial Emergency Command Center is a powerful support system for emergency information system which plays an irreplaceable role in bettering the command center and it improves the emergency handling capacity of the province’s accident. It has a profound value and significance.First, this thesis starts with the development of emergency information system at home and abroad. It describes the latest research results and the use of emergency information system. And it makes a preliminary judgment on the development trend. Next, the author uses the waterfall model to carry on the software development. On the basis of the actual investigation, the overall demand of the emergency information system is analyzed, and the overall function model of the system is established. The author carries on the function modeling to the command center business module. It analyzes and describes the security requirements of the system, the user interface requirements, the demand for the occasion, the performance requirements and other none functional requirements. Combined with the above requirements analysis, the author chose the J2 EE and ZK framework for the realization of the way. Then, this thesis introduces the overall framework of the system and interface design, the detailed design of the command center business module related modules, database and class. And the implementation process of the 7 function modules of the command center are introduced in detail. Finally, the author summarizes the content of the thesis, and puts forward the shortcomings of this thesis and the future direction of improvement, in order to lay a solid foundation for the future system upgrade and transformation.
