Pearl River Delta region is the most prosperous area in mainland China. In the 21 th century, the imbalance between their environmental and socio-economic development gradually cause the frequent occurrence of environment crises. Television, the visual medium, plays an important role in reporting environmental crises. This essay gave a quantitative study on News Frontline, the primetime news in GDTV news channel, identified its development process and main features of the environmental coverage, and took a deepened view on the environmental governance and the environmental justice demands of the community which reflected in the stories.We discuss not only environmental emergencies news, but also including the investigative reports of the causes and results of the risk, and the reflection of human efforts to defuse the environmental problems. The study found that the environmental reports had become the first major hot spots in the program. Within the environmental news, the largest amount was environmental crises news; environmental conflicts news was taken the greatest efforts. These stories have changed the environmental awareness and attitude of the audience. They have become the platform for citizen’s environment rights, the channel for environmental participation and environmental education. Meanwhile, they reflected some problems in environmental policies and regulations, environmental monitoring, environmental participation, risk communication, etc. in Pearl River Delta. The TV workers were struggling for the environmental justice between the urban-rural areas, different regions, classes and generations.
