Vehicle monitoring system is the system results from the fusion anddevelopment of series advanced technologies such as global navigationsatellite system (GNSS), geographic information system (GIS) andwireless communication technology. It is an important application ofsatellite navigation and location based service in the field of vehiclemonitoring and management. Traditional vehicle monitoring system isdesigned based on commercial terminal and rely on the mobilecommunication network such as GSM, GPRS, and3G for datatransmission. Because of the data transmission ability of mobilecommunication network is limited and the function of commercial terminalrelatively single, the application of the vehicle monitoring system in somecertain areas is restricted to some extent.In the application fields such as disaster relief, emergencycommunication, not only the real-time vehicle monitoring is required, butalso the rescuers need to send the real-time image, audio information of therescue scene back to the monitoring center for command, scheduling andmanagement through vehicle monitoring system. To satisfy the specialenvironment and to meet the special demands for vehicle monitoring,communication and management of the application fields mentioned above,a vehicle monitoring system based on Beidou and WiMAX-satellitecommunication is designed. This system can make up for the insufficientdata transmission defects of traditional equipments in the field of disasterrelief, emergency communication.This paper first analysis and designs the overall scheme of the system, the WiMAX-satellite integrated communication network and the datatransfer protocol of the system also has been designed. As the core part ofsystem, the monitoring center is composed of vehicle monitoring andmanagement software, database and the database server interface program.This design uses MapX as the digital map control and MySQL to designand realize the vehicle monitoring and management software and thedatabase of monitoring center. Meanwhile, this design uses socketcommunication technology to design and realize the database serverinterface program. At the end of this paper, the research and the design ofvehicle terminal hardware and software module composition has beencarried on.By using this system, not only we can precede remote supervision andmanagement for the vehicle, but also the monitoring center cancommunicate with the vehicle terminal with the method of sending Beidoushort message, file, audio, and image and video data. By using the jointcommunication network build by WiMAX and satellite, this systemimproves the data transmission ability and the range of its application. It isvery appropriate to be used in the application fields such as disaster reliefand emergency communication.
