With the increasing progress of communications and network technology, China's telecommunications industry has a blooming explosion, it has been widely and deeply applied to our daily lives and work and has become an integral part of them.The frequent occurrence of disasters in recent years, such as Indonesia tsunami, Wenchuan earthquake, Hurricane Katrina,9ยท11 terrorist attacks, etc, occurred around the world. It led us to contemplate how to deal with these sudden natural disasters and huge losses caused by emergency incidents. One important aspect is how to solve the problem of traffic congestion or blocked quickly. It's not only by a single communication system or technology to set up flexible and easy emergency communication support, it must make extensive use of various means and methods. So it's one of the hot areas of research communications that having quick, mobile, flexible features such as vehicle-mounted emergency communication system which has a bright prospect.This article is based on China Telecom CDMA emergency command vehicle which was successfully delivered. It introduces the engineering design situation of a new type of vehicle-mounted emergency communications systems. First it describes the system requirements analysis and the main design goals. On this basis, it focuses on the design features of the system analysis, system structure, main components, performance indicators and the situation of each sub-system equipment selection. Second, it compares the main indicators of the actual system design specifications with test results. Then, it introduces an application of the system in detail with an example of the actual emergency support. Finally, it gives explanation on some problems encountered in the actual use of the system, and the corresponding improvement program, providing a favorable reference for future research on emergency communications systems.
