Higher education is an important part of the education system, higher education fair is fair and reflects the high level of the education system. Higher resources or opportunities unfair configuration issues between different regions, between different cities in many aspects, such as between different social classes are more prominent in recent years, coupled with the increasing every year the demand for higher education, public higher education inequities arise during implementation of growing concern. Against this background, the equal opportunity to study the process of higher education, the rational allocation of educational resources and other equity issues, it is very important. In view of this, the existence of an unfair question of Higher Education and the Higher Education proposed to improve fairness countermeasures and suggestions for the promotion of higher education and to promote the healthy development of the comprehensive development of a socialist harmonious society have a positive theoretical and practical significance.In this paper, literature analysis mainly used along with comparative law, systems analysis and other research methods, the problem of fair of contemporary higher education system and conducted a comprehensive study. I focus on current Popularization of Higher Education and the increasing demand for higher education as the background, based on practice opportunities to continue to deepen the reform of China’s higher education system, designed to optimize the fairness of higher education from the theoretical and practical significance, response to the current higher education appear problem. Based on a comprehensive analysis of the current issue of the type of higher education fair and performance based on the analysis of the factors affecting the fairness of Higher Education. Comprehensive comparison of the United States, related to the construction of higher education system in the UK equity, mechanisms and practical experience, put forward the relevant reference, and combined with their actual equity to deal with the problem of higher education were tentative and exploratory analysis, the improvement of higher education basic countermeasures resources or opportunity unfair distribution.This study will help to deepen the theoretical expectation of Higher Education Fair and build a harmonious socialist society, and contribute to the resources or access to higher education to a more equitable direction, to promote fair construction of higher education have a certain reference value.
