The problems about unfair allocation in higher education’s resources and opportunities areprominent in different regions, different cities and different social class.Due to social increasingdemand for higher education, the public intend to pay more attention to unfair problems of highereducation in the process of higher education’s implementation. Under this background, it is soimportant that researching the problem of fairly achieving equal opportunity and reasonableallocation in the aspect of higher education’s process.Because of different geography and history, economy in eastern region is relatively prosperouscompared with it in the central and western regions,so its fund in education become relativelysufficient, owning many colleges and universities at the same time. To the opposite, an developedeconomy in Western China lead to its rich land, few people, relatively deficient education resources, poor teaching practice, poor equipment and teachers’ lack. Morever, due to the existence of differentstructures in urban and rural areas, the gap between rural and city become more and more obvious. The country does not have its own library, and complete education-used experimental equipment, sorural students will be at a disadvantage in the starting point of educational opportunities. At thesame time, many colleges’ tendency in admissions make the rural students’ proportion in collegesand universities become more and more low. In addition, the gap between the social stratum is alsoone important aspect in causing higher education’s unfair. Becausing of the economy andenvironments’ constraints, people in the lower level people can not realize the importance ofeducation, leading to the lack of necessary life skills and cultural knowledge. As a result, they getmore poorer. Oppositely, people from middle and upper class, having no restrictions in economicdevelopment, get more educational resources they want through increasing konwledge. During theprocess, they also have proved their worth and potential. As a resut, people who have high incomeget more and more resources in education. The poor and the rich may become more obvious.Through research, we can conclude that improvement of imbalance in higher educationresources and opportunities need analysis from both inside and outside angles. The internal factorsare from the education system and education policy, and the external factors are mainly composedof uneven economic development and people’s different concept. Facing the fact, the text uses thebellowing methods to research the problems. Using the method of literature analyze the relevantresults of higher education’s equity theory coming from domestic and foreign; usingfactor-analysis-method analyze the possible cause of higher education’s unfairness in the aspect ofpolitics, economy, law and the cultural tradition and so on; using comparison–analysis-method analyze higher education’s fairness between different regions and different classes. On the basis ofthis, I put forward the basic countermeasures to improve the fair allocation about higher education’sresource, hoping the research’s results in this thesis can contribute to the equitable development inhigher education’s resources and opportunities.
