With the deepening of the reform of the medical and health system,public hospitals are facing new opportunities and challenges as the main part of our medical and health services.On the one hand,it is a huge impact of private hospitals.On the other hand,the policy of medical reform has pointed out the direction for the development of public hospitals.The intensification of market competition and the continuous deepening of medical reform require public hospitals to enhance their competitiveness and improve the level of internal management,and the most important of them is to build a scientific and effective performance appraisal system.At present,the public hospitals in our country have not formed a unified performance appraisal system,and most public hospitals are mainly financial indicators,and the assessment methods are also very different.The reform of the medical system requires the public hospitals to gradually return to the nature of public welfare,which requires a public hospital to establish a performance appraisal system based on public welfare.Taking the public welfare as the starting point to select the evaluation index,determine the weight of the index,and select the scientific assessment method is very important to the research of the performance appraisal system of public hospitals,which is of great significance for the development of public hospitals.Starting from the basic theory,this paper first discusses the related research on hospital performance assessment at home and abroad,mainly from two aspects of performance assessment indicators and assessment methods,and analyses the related concepts of performance assessment,introduces various methods of performance assessment in hospitals,and analyzes the advantages and disadvantages of various methods.Then select the A public hospital of the medical reform pilot city as the research object,analyze the present situation and the existing problems of the performance appraisal system of the A public hospital,and then optimize the performance appraisal system of the A public hospital,and take the clinical section as an example to determine the performance evaluation index by the Li Ke five grade scale method.And test the rationality of the index and the consistency of expert opinion,use the analytic hierarchy process to determine the weight of each evaluation index,and classify the clinical department,medical technology department,function section and nursing department to form the performance evaluation system of A public hospital after optimization.Finally,it puts forward reasonable suggestions for the optimization of A public hospital performance appraisal system,and summarizes the corresponding implementation guarantee.In the primary performance evaluation index,I always adhere to the nature of public hospital public welfare,and draw lessons from the relevant research on performance assessment of public hospitals at home and abroad,use the balanced scorecard method and the key assessment index method two methods,from the financial,customer,internal process and learning and growth to select the key performance of the four aspects of the key performance.In order to provide reference for other public hospitals to build the performance appraisal system,the evaluation index is a reasonable suggestion and implementation guarantee on how to optimize the performance appraisal system of A hospital.
