Modern hospital in order to enhance organizational performance, we must strengthen the human resources management, and a performance evaluation is an important means of human resource management. Hospital managers, how to build and improve the performance appraisal index system for the hospital situation, scientific, fair and reasonable for hospital departments and hospital staff to make a performance evaluation, is a very significant issue.According to human resource management theory of modern science, especially theoretical Balanced Scorecard (BSC) and key index theory (KPI), a comprehensive analysis of the use of scientific method, first using the questionnaire method to analyze the performance of Gansu Province, M County Hospital Situation assessment, the survey results show that the status of the hospital staff performance appraisal higher overall satisfaction, but it also raised some questions in some hospitals exist in the performance appraisal process. Secondly, through the establishment of a strategic map to select Gansu Province M County Hospital performance assessment indicators, including four-level indicators,18secondary indicators, two indicators based on clinical departments, medical departments, functional departments and care for classification. Then calculated using the Delphi method performance evaluation index weights the importance of a clear indicator system in each index. Finally elaborated Gansu M County Hospital performance appraisal system implementation steps, including organizational system seminars, training work, the official implementation of the assessment, etc., and then proposed the implementation of safeguards in the process of performance appraisal system, including the organization of security and cultural security, etc., Finally, to evaluate the effect of the implementation of performance appraisal, the results show the performance appraisal optimization achieved good results.Paper through the optimization of Gansu Province M County Hospital performance appraisal, in the hope of promoting M County Hospital performance appraisal and performance management, we can establish performance evaluation index system for public hospitals provide a vivid case studies and practical guidance.
