1. Research BackgroundIn China, residents’ health service need increases continuously, and chronic disease morbidity rises rapidly. There is still contradiction between supply and demand in health resources configuration and the construction of grass-roots health human resources lag relatively. It is that people’s medical and health services demand can not be effectively met. The grass-roots health human resources still exist the following problems now in China: inadequate numbers, poor overall quality, unreasonable structure and distribution, unstable team, difficulty in introduction and retention of talent, weak awareness in management, more training and general effect.Grass-roots medical personnel are deeply involved in the health care reform and practitioners of first option at the grass-roots level, and understanding their situation is of great significance. 2. Research PurposesUnderstand the current situation and changes of grass-roots health human resources(especially the grass-roots health technical personnel) in our country. Analyse working status and practicing environment, dimission intention and its influencing factors of grass-roots medical personnel. Put forward the policy recommendations to the construction and development of grass-roots health human resources, according to the issue found in research. 3. Research Materials and MethodsThe data of this study mainly comes from the direct network report system of national health and family planning statistical information and the fifth national health services survey. This thesis combines documents research, expert consultation,descriptive analysis,compare, single factor and multiple factors analysis. 4. Research ResultsAt the end of 2014, the total number of grass-roots health personnel in our country is 3.537 million, and the number of health technical personnel is 2.177 million. In the number of grass-roots health personnel, community health centers(stations) is accounted for 13.8%, 35.3% in township health centers, 34.4% in village clinics. The number of grass-roots health personnel in rural areas is higher than that in urban areas and the number in eastern region is higher than that in central or western regions.The number of grass-roots health technical personnel per 1000 population is 1.59 and number of general practitioners per 10000 population is 1.27. Compared with 2008, the proportion of grass-roots medical personnel who thought work pressure big in 2013 increased 13.3 percentage points, and the proportion of big workload increased 9.4 percentage points, and the proportion of grass-roots medical personnel subjected to physical violence, abuse and physical violence increased slightly, and the proportion of high dimission intention decreased 2.6 percentage points. By logistic regression analysis, the research finds that the higher job satisfaction the lower dimission intention,the higher job involvement the lower dimission intention,the higher work pressure the higher dimission intention,after controlling other factors. 5. Research ConclusionsThe number of grass-roots health personnel in our country has increased and regional differences have improved.The education level has improved, and we should continue to strengthen grass-roots health personnel’s echelon building. Configuration of grass-roots health human resources has improved, and their burden and income have increased. Grass-roots medical personnel’s work is burdensome, and their working strength, degree of being trusted and respected have improved, which is feld by themselves. The dimission intention of grass-roots medical personnel reduces, and their working state becomes much more steady. 6. Policy RecommendationsPerfect cultivation and training of talents, strengthen employment and introduction of talents, promote stability and development of talents, grasp the great opportunity of “internet plus”, in order to improve the condition of grass-roots health human resources and the service ability and efficiency of grass-roots health personnel.
