Wuhai City Center For Disease Control Andprevention Research Performance Evaluation

In recent years, disaster prevention in emergencies like bird flu and other unexpected public health events in "5/12 WenChuan Earthquake", has exposed the efficiency problems in domestic disease prevention and control, and the absence of public functions and many other issues. There’s still huge space in improving the construction on the disease prevention and control system. Strengthening of disease prevention & control, and the performance evaluation on associated organizations, is the core means to evaluate the implementation progress of disease control work, to improve service levels and quality, and to accelerate the construction of a diseases prevention & control system. However, due to the universality professionalism and complexity of diseases prevention & control, objective performance evaluation is often neglected in diseases prevention & control system and institutions, whether it’s in practice or theory research. Particularly for the internal performance management or performance assessment in diseases prevention & control institutions, basically nobody cares.In this paper, we’ll take Wuhai Center for Disease Control as the object for study, to analyze the current situation of performance management in Wuhai CDC, and to point out the problems such as lack of understanding in performance evaluation, misunderstanding of performance assessment, unreasonable settings & difficulties in quantifying the performance evaluation standards, and lack of communication in assessments. The study is based on the relevant theories in performance management and disease prevention & control system performance appraisal documents, using a series of research methods, such as AHP, case studies, literature studies, to give a detailed analysis of the performance management in Wuhai CDC, including the current situation study and strategy planning. Moreover, We’ll also setup the relevant standard of performance appraisal in CDC institutions, to apply the requirements from the Ministry of Health, as well as the strategic goals of developing performance management system in Wuhai CDC.
