Objective Establishing an index system for the evaluation of key medical disciplines in Hebei Province, which is scientific and reasonable, focused and workable, and conforms to present situation of the subject development, in order to provide reference for the management of key medical disciplines.Method According to the theory of modern management systems, the paper was guided by relevant policy documents and based on current situation of the key disciplines. Through using the method including literature analysis, individual in-depth interviews and focus group discussions, we initially constructed the index system. Then by applying the Delphi method, the paper completed three rounds of expert advice, accordingly filtered index and identified the index weights and scoring rules. Further we stratified random sample of 53 disciplines(including 17 key medical disciplines, 19 key developing medical disciplines and 17 non-key medical disciplines), calculated subject score by weighted sum method and finally evaluated its reliability and validity.Results First, we constructed an index system for the evaluation of key medical discipline, which was composed by 5 first-grade indexes, 15 second-grade indexes and 46 third-grade indexes. This system contained basic resources, health care services, human resources, research and teaching level indicators, which reflected the level of discipline construction. In a word, not only quantitative and qualitative indicators included, but also objectively measure and subjective judgments indicators were in the system. Second, in the process of Delphi, the positive coefficient of experts was 0.92, authority coefficient was 0.81 and coordination coefficient was 0.36. Third, through evaluating the 53 disciplines, the differences for scores of three disciplines were statistical significance. The Cronbach α was 0.968, and it didn’t rise after deleting one of the indicator. We extracted 5 factors through the Factor Analysis, whose extraction sums of squared loadings cumulated was 62.78%。Conclusion The new design of the assessment index system covered a wide range of contents, was a scientific and appropriate index system. In the process of consultation, specialists were active and professional, meanwhile their advices were good coordination. Therefore the results were believable and the system of index evaluating was efficient and feasible by the Delphi method. The index system we created was maneuverability and practicability, and its structure possessed a high reliability and validity.
