Research On The Development Of Rural Community Health Service Center In The Process Of New Urbanization

In 2001, the State Council issued the guidance on rural health reform and development which clearly pointed out "in the developed areas, township hospitals could switch to the community health service center". After that, in many developed areas, rural community health service center setted up which means the township hospitals have switched to the health centers and the village health rooms have switched to the community health service station. Rural community health service is a new form of health service in our country. The rural community health service centers play a key position in the rural health service system. And the development of community health service center also plays a key role in the implement of rural community service.Community health service in developed area has made some achievements, but there are still many problems: the function of community health service can not fit the demand of residents, the mode of operation has not fundamentally changed, the shortage of rural community health service organization staff etc.. Based on the theory of justice, the equalization of basic public services theory and the sustainable development theory, this paper chooses Lukou Town Community Health Service Center in Nanjing, Jiangsu as a case study to examine the process of the township hospitals switching to community health service center in the recent ten years, and to analysis the achievements and problems of the development of rural community health service in the perspectives of function orientation, adjustment, optimize the management system, and strengthen personnel training. This paper also suggests the countermeasures to enhance the quality of community health service center which help to promote the development of the institution, to fulfill the demand of residents and to protect the health of residents.
