| In the current practice of medical and health system reform,community health service plays an active role in solving the problem of difficult and expensive medical treatment,and community health service has also become the first line of defense to protect the health of residents.The implementation of the strategy of “healthy China" put forward by the Nineteenth National Congress needs to improve the level of health technology in an all-round way,while community health workers are the "gatekeepers" of residents’ health and the basis of the medical service system.Shapingba district is a region of science,education and culture in Chongqing.Although the region is rich in medical and health resources,the current situation is basically that serious illness and minor illness are flocking to large hospitals,so that there is no division of labor and cooperation mechanism in large hospitals and small hospitals.To strengthen the community health service,we must make great efforts in the construction of the talent team,and gradually realize the community treatment of minor diseases,hospital treatment of major diseases,rehabilitation back to the community through strengthening the two-way referral mechanism to form a reasonable pattern of medical treatment.Based on the theory of management and taking 21 community health service centers in Shapingba district as an example,this paper studies the present situation of the talent team in the community health service center in the aspects of selecting,employing,educating and retaining people,analyzes the existing problems and causes,and puts forward some countermeasures to strengthen the construction of the talent team in the community health service center,combining with the actual situation in Shapingba district and understanding and drawing lessons from the experience of other provinces and cities and abroad.The main conclusions of this paper are as follows:(1)The main problems in the construction of the talent team in the Shapingba District Health Service Center are: first,the unbalanced allocation of human resources,the lack of a stable number of health personnel,a wide range of professionals,reasonable ranks;second,the lack of demand analysis in talent recruitment,interview methods are not scientific enough to recruit and introduce high-quality talents;third,there is a imbalance in the use of talent structure,general practitioners and public health personnel shortage;fourth,in talent training is relatively single,not systematic,science;fifth,talent flow is difficult to gather outstanding talents,negative mentality.(2)The main reasons for the lag in the construction of the talent team are: first,the regional development is not balanced,the community health service centers are difficult to develop because of lack of competitiveness;second,the talent recruitment mechanism is not perfect,lack of policy guidance to mobile talents at the grass-roots level;third,the talent access mechanism is not strict,the general practitioners and public health personnel are not paid enough attention;fourth,the training planning is unreasonable,lack of training funds,lack of training attention;fifth,low treatment of community health personnel,work pressure,unreasonable performance appraisal and low social recognition.(3)The construction of community health personnel team in Shapingba District can be improved through the planning of human resource allocation,the improvement of talent attraction mechanism,the improvement of talent use efficiency,the strengthening of talent training and the optimization of talent incentive system,It is necessary to study and formulate a scientific talent recruitment plan,to have a clear idea of the talents needed,to improve the interview methods,to understand the candidates in all directions,to recruit talented people;to set up posts scientifically,to optimize the personnel structure,to strengthen the construction of general and public health teams;to improve the training system of community health personnel,to innovate training models,to strengthen the construction of teaching staff and to guarantee training funds;to improve the compensation and treatment of community health personnel,to improve the practice environment,to improve their social status,and to solve the plight of brain drain easily.To a certain extent,this study enriches the theory of talent team construction and provides a reference for Shapingba District to formulate relevant policies for primary health personnel. |
