In this paper, the development status of countries in the world and our community health services, Qingpu District, Shanghai, for example, the part of both urban and rural parts of the urban and rural areas-one area, how do communities under the guidance of the new medical reform policiesrational allocation and optimization of human resources for health, to explore the establishment of a meet city requirements and standards, and to adapt to the outskirts of the characteristics of community human resources management system. The health administrative departments to develop community health service policy, the rational allocation of health resources in urban and rural areas to provide a theoretical basis and reference for the suburban community health service centers to indicate the direction of the connotation construction.The essay includes five parts as follow:The first part, introduction. This section discussed the purpose and significance of this study, domestic and international literature review, core concepts, theoretical foundation and research methods. It also includes domestic and international community health service development process which pointed out the importance and significance of the bottleneck in the development of our community health and research community health services human resource allocation.The second part discussed the domestic and international human resource allocation status of community health services. Brief abroad and our community health services human resource allocation situation at present, the principle of community health service human resource allocation and community health services of human resource allocation.The third part, Focused on the status and problems of Community Health Service human resource allocation in Qingpu District. Analyzing the status of the community health services in human resource allocation in Qingpu District. It also pointed out the staffing equipment and institutional setting unreasonable, irrational structure of the health professional and technical personnel, health professional and technical personnel qualifications and low degree of specialization, health professional and technical personnel income and working the situation is unsatisfactory the main problems.The fourth part described the community health service human resource development factors of Qingpu District. The main deviation from the management model, government responsibility and the positioning deviation, the personnel management system is not perfect, the target is not clear of qualified personnel, lack of performance incentive system, the five aspects of in-depth analysis. The fifth part proposed the recommendations to improve the community health service and human resource management of Qingpu District. Mainly from full play the leading role of government in community health services, the establishment of community health services staff to develop new mechanisms, the establishment of community health services staff mobility, stability, incentives, and improve the performance appraisal and bonus incentive system, the four areas proposed.
