Objective:To learn the status of health resource in the Community Health Service Institution (CHSI) in Korla City of Xinjiang, and provide evidence for allocation of health resource and making policies related to the development of CHSI. Methods:To analyze the health resource status with descriptive analysis, and to evaluate the equality of allocation with Gini coefficient and Lorenz curve, to evaluate efficiency of CHS with the DEA evaluation model. Results:CHSS of Korla City mainly come from the social forces, and only 23.40% of CHSI covered by medical insurance designated units, the number of health professionals is insufficient,7.93 health technicians per 10000 population, and the quantity and quality of human resources of Community are not high, and a large of human resources are Secondary school-based junior titles. There are 1.96 general practitioners, 1.69 general nurses,0.10 public health physicians per 10000 population in Korla City of Xinjiang,which has a big gap comparing to the basic requirements of the Nation; the ratio of doctors to nurses is low, which is 1:0.86. Part of housing construction and arrangement of equipment in CHSI are not complete; Government funding for CHSS is few, most of CHSS rely on self-supporting to resolve personnel costs. According to the services of Public health of community, the lack of preventive health care personnel is serious. The demographic equity is better than the geographic equity. The whole efficiency of CHSS is low, the input of resource is more than the output in 82.5% of institutions, the output of resource is less than the input in 80% of institutions.Conclusions:Establish a strict management system of community health service institutions, increase the number and improve the quality of human resources; Optimize human structure, and emphasis on general training of human resources. Establish multiple funding sources, adjust rationally the layout of the community health resources,and improve the overall efficiency of CHSS.Increase government funding and policy support to the community to promote the development of health resources of communities.
