Research In Basin Water Resource Under The Game Theory’s Vision

With the growth of the population and the development and progress of the society, human demand for water resources is becoming more and more strong. On the other hand, the supply of water resources, an increasingly tense situation of supply and demand contradiction is more and more serious. How to effectively improve the utilization efficiency of water resources reasonably, to achieve a reasonable allocation of water resources, to solve the contradictory between regional water, reduce waste, slow down the deterioration of water ecological environment is an urgent problem to be solved. Game theory in solving the individual rationality and collective rationality of cooperation and the cooperation is more effective tools, was gradually applied to the management and allocation of water resources.This paper consulted a large amount of information in the field of water resources research at home and abroad, the river basin water resources allocation model was established based on game theory, on each participants with water in the river basin water resources allocation in different circumstances to take actions and the results of different behavior is analyzed, the best model reveals the distribution of water resources. Demonstrates the free water, free pollution and plan under the instruction of water distribution model is limited, and establish the allocation of water resources under the macroeconomic regulation and control of the market economy mode, namely through the water rights and emission trading, more to stimulate regional initiative for water conservation and the development of new water sources, prompting regional water resources optimal allocation, coordinate the relationship between the interests of the subject of the water. This paper introduced the calculation and analysis in Huaihe river basin as an example, using the method of comparative analysis, thought the water rights and emission of water resources allocation model is conducive to resolving the conflicts of Huaihe river basin water resources allocation problem, the optimal allocation of river basin water resources effectively and has a certain reference.
