The selection of heat metering mode and the principle of heat price determinationare the two major problems of heat metering. Heating metering mode selection is thebasis for the successful implementation of the heating metering.Heat price as a lever ofheat metering, it can adjust the distribution of interests between heat supply enterprisesand heat consumers, and can fully arouse the enthusiasm of both sides of to save energy, also it isthe key problem about heat metering project can get the support or not. This paper ismainly aimed at the two problems.In the part of study on selection of heat metering, according to the requirements ofheat metering project, under the premise of satisfying the heatconsumer’s comfort requirement, under the consideration of economy,and fairness andtechnology feasibility of heat metering, it is found out that optimal heat meteringmethod for different types of construction. For the first time, this article proposes thedifferent requirements in the project of heat metering between apartment typeresidential buildings and villa type residential buildings. According to the differentcharacteristics of the two in heating heat metering project, and the factors of economy,humanities, social and other aspects it proposes the basic principles of choice of heatmetering mode. It Come to the conclusion that three basic principles of heat meteringmethods in our country. Finally, the author came to the conclusion that the temperaturemethod is more suitable for apartment type buildings in China. Theauthor briefly analyzes the basic ideas and technical difficulties and the methods ofheat allocation about temperature method.In the part of study on heat price determination, the paper makes an analysis on thecomposition of heating cost, and expounds the difference between one part heat priceand two part heat prices. On the basis of research findings about the theory of two partsystem heat price by predecessors, it gives a method based on heating cost calculation todetermine the two part system heat prices. For the first time, the author put forward theconcept of fuel fee index,which is closely related to variable cost to determine the basisheating value and measuring heat price. The formulation of the current area heat pricecan get the support in theory, in order to protect both heating enterprises and heat user’s interests will not be harmed. In this paper, the core research for heat price is that heatingmeasurement based on the principle of benefit balance. Than we can inference to drawthe basic heat price and measuring heat price. Reasonable eliminates the differenceheating enterprises receive and heat users pay heating cost, before and after heatingmetering. For residential buildings not to implement the area heat price, we mustdistribute building energy saving income reasonably, after the implementation of heatmetering. This will maximize the enthusiasm of the double for heating measurement.According to the principle of cost calculation and the current area heat price ofChangchun city, this paper evaluates the current area heat price of Changchun City.According to the evaluation results and2013heating data of Changchun City, afterrepeated calculations it gets the basic heat fee ratio for Changchun City, and makes arisk assessment for heat price. It has certain guiding significance for heatmeasuring price formulation to some area.
