Since2007,18billion have been finding by the central government finance to thenorth heating region for heating metering and energy saving existing retrofit ofresidential building,310million new building and residential building have beeninstalled the meting system. Huge investment have not get the desired effect, a largenumber of metering instruments become decoration. Hence, it is urgent affairs thatmaking through investigations, summing up experience and finding the way to settle theproblem of heat metering. By investigating the practical engineering application of theheat metering, the thesis is focused on the efficiency of heating system, energyefficiency and economical analysis of heating meter, proportionality of the heatconsumption and charging allocation, and the two-part heat tariff.Expounds the energy consumption status and the necessity of heat metering.Toexplain the development and policies and regulations of european heat metering forreference and evaluation. Analysis the actual application state of heat metering in ourcoutry.According to the relevant requirements of the Standeard for efficiency test ofresidengtial buildings (JGJ/T132-2009) related requirements,to test and analysis of theboiler’s operation efficiency, heat loss ratio of outdoor heating network, level ofhydraulic balance of the XJGH and YKDX heat system,and find the boiler’s operationefficiency can’t reach the Standard request, water power maladjustment and heat lossratio of outdoor heating network is serious.Then points out that heating system savingenergy is the fundamental premise and guarantee for heat metering.Based on the analysis of the data of2009~2010heating season in HYHY heatingarea, Combined with different structure of buildings to calculation energy savingrate,The average energy saving rate was11.1%, energy-saving effect of heat metering isgood.Through the test found that the heat consumption of consumers and its effect arenot uniform, users’ adjust behavior havn’t much effect on the heat consumption ofbuilsings,users can’t customize room temperature in the short term. Further analysis Atlast the thesis analyses the economic benefits of the user and heating enterprise deeply.Combined with European countries experience,to analysis of the current way of theheat allocation in our country. Based on the analysis of the data of2009~2010heatingseason in HYHY heating area, to analysis the proportionality of the heat consumption and calculate the damage rate of heat meters and occupancy rate.Found that thehousehold heat meters does not apply in our coutry. At last combining engineeringpractice, simulation analysis the composition of two-part heat tariff from two aspects oftechnology and economy.Through the practical engineering research in the three preceding chapter, Furtherdiscussed the existing problems and the resistance and proposes several measures ofheat metering of our country.
