Water is essential natural resources which plays an irreplaceable role in the existence and development of human beings. With the speeding up of population growth and social development, the demands for water resources grow with each passing day and water resources shortage which is increasingly serious has become a global issue cared about by different countries in the world. To coordinate the relationship between water resources, population, environment and economic development and to realize the social sustainable development, we must guarantee the sustainable utilization of water resources and a variety of water-related activities of human should be limited to the scope of water resources carrying capacity. Research and analysis of water resources carrying capacity is the foundation to make regional water resources exploitation planning, environmental protection planning, population development planning, urban and rural development planning and other aspects.Weixian is a water-deficient county which develops agriculture mainly in Hebei province. For a long time, owing to comprehensive influence of natural factors and human activities, a series of problems in the exploitation and utilization of water resources in Weixian have been emerged, which mainly include serious groundwater overexploitation, weak agriculture water conservation and lack management of water-consumption measurement and so on. Water resources have become the “bottleneck” of restricting economic and social sustainable development. Therefore, investigation and assessment of water resources in Weixian, scientific analysis of water resources carrying capacity, putting forward corresponding countermeasures and measures in view of the actual problems is necessary.The follows are the main study contents. Firstly, domestic and foreign scholars’ research progress about the water resources carrying capacity and existing problems are summarized, present research situation of regional evapotranspiration is introduced and the analysis method of water resources carrying capacity based on ET is put forward. Secondly, the problems are pointed out according to analysis of the current situation of water resources exploitation and utilization. Thirdly, water resources carrying capacity based on ET in Weixian is analyzed by calculating carrying subject and carrying object and corresponding solutions are proposed. Fourthly, water resources carrying capacity after that Diverting Water from the Yellow River to Handan and the South-to-North Water Transfer Project start to supply water is analyzed,and surface water and groundwater are distributed reasonably. Finally, water saving strategies and measures form engineering and management ways are put forward.The conclusions show that, the method of water resources carrying capacity based on ET which has a certain theoretical basis is feasible to analyse water resources carrying capacity of Weixian. Water resources allocation of Weixian is unreasonable. Too large agricultural irrigation water in most of towns and water waste causes that water consumption exceeds the regional allowable evapotranspiration. Water resource is in a state of overload for a long time. Ajusting planting structure, distributing water resources reasonably and adopting relevant measures for water saving based on the water resources carrying capacity calculation results has important significance for regional development plan and achieving the sustainable utilization of water resources.
