In recent years, emergencies have occurred from time to time in our country. It causes huge economic loss to society and individual, threating people’s life in the area of the emergencies occurred. With the growing of China’s comprehensive strength, more and more domestic and foreign large-scale activities are held in the city. It increases the likelihood of emergencies. The occurrence of emergencies may damage traffic facilities around in the different degree. At the same time, the surge of traffic flow will break the balance between supply and demand of urben traffic, even leading to the large areas of traffic congestion. Therefore, it is necessary to set emergency transportation evacuation plan in advance, which meet emergencies. It is also necessary to do regular exercise. This paper is to study emergency transportation evacuation route choice problem and emergency transportation evacuation strategy. The purpose of this paper is to improve the emergency traffic evacuation theory. At the same time, it can provide a reference for the relevant departments to formulate a efficient and reasonable emergency evacuation scheme.This paper studys on the combination of qualitative and quantitative methods. It qualitative analysis the impact of emergencies on city traffic, the basic characteristics of emergency transportation evacuation, emergency transportation evacuation plan,the organization process of emergency transportation evacuation and emergency transportation evacuation strategy. It quantitative researches on the capacity under emergency conditions, the calculation of emergency transportation evacuation time and Emergency traffic evacuation route choice model based on urban public transport system. Considering our country’s basic national conditions and the public transport system characteristics such as large capacity, high efficiency, this article choose bus and rail transit vehicles to complete the emergency evacuation of personnel in the area of the incident.This paper analyzes the road network capacity under the emergency, and summarizes the calculation methods of evacuation time section. It considers an important role in the rapid development of rail transit on emergency transportation evacuation for the fist time. When evacuation demand and traffic supply are not in balance, it constructs the emergency traffic evacuation route choice model with the application of network flow theory in operational research theory. What is more, it proves the feasibility of the model with examples. Finally, it gives the emergency traffic evacuation strateges, which relate to the macro, micro, static, dynamic four aspects.The study of this paper can improve the rapid response ability of modern transportation system under the emergency. It ensure that emergency work develops efficiently. It can reduce casualties and economic losses. It can effectively control the further spread of emergencies. It can greatly reduce the adverse effects of emergencies on the normal urben traffic. It can provide stability in the society.
