Research Of Citizen Participation Of Land Use Planning Of Chifeng City

Land is the basic means of production and the material carrier of productivelabor. By the organizing of the functional government departments and participationof the relative interest group, the land use planning is aiming at setting the strategicplan and arrangement for the land development, use, repair and protection, under thedirection of the theory of sustainable development, regional planning and economy.The civic participation in the land use planning is accord with the fundamental idea ofsocialist democracy. The civic participation is benefit to improving the capability ofparticipating in government and political affairs, on the other hand, it is also in favorof improving the rationality of the process of formulation of the plan in balance theinterest demand and communication.This article collects and takes examples by the public policy of civicparticipation, the co relational research of the land use planning. Defines the conceptof the civic participation and land use planning, selects the theory of contract, popularsovereignty and civil society as the support. On the basic of the analysis ofparticipation way, attribute of land plan, the mode of participation, the mode of landuse and balance the trade-off, puts forward the advices of realizing the civics validparticipation, and then, strive to offer the reasonable suggestions for the subsequentland use plan, by the examples of “overall plan for land utilization ofChifeng(2006-2020)”,“overall plan for land utilization of Ar Horqinbanner(2009-2020)” and “overall plan for land utilization of Tianshankou, Ar Horqinbanner(2009-2020)”.The land use rate of Chifeng is nearly94.22%, exceed the72.47%(average levelof nationwide), at a higher degree of land use, meanwhile, Chifeng is also faced withthe constraint of the insufficient of reserve land. The research of the Chifeng’s civicparticipation in the land use plan is significant to optimize the formulation of the landuse plan, improving the efficiency of exploitation and utilization of land, provideguarantee capability of land resource service for the economy and society. It is alsoavail in improving the degree of participation, change the government image and promoting the socialist democracy and legality. This article is strived to put forwardthe rational suggestions, and then, to give reference to other regions’ land use plan.
