Research On Coordination Between Comprehensive Town Land Use Plan And Village-town Plan

In China ,land use plan can not coordinate with the village-town plan for a long time,especially at the town level. Now the city increment land meets bottleneck,it focus on the storage land. The index of city land turns to the town land, two plans disconnect with each other, contradictory of town land use plan and village-town plan gradually increase.At the same time,the construction of law,the level of technology, the implementation strength of policy in the town are weaker than in the city,this makes the two plans coordinatie more difficulty. So,the research on the coordination between town land use plan and village-town plan can promote the sustainable land use in the country and has important theoretical and practical meaning.On the basis of deeply analyzing the relevant theory and research approach both at home and abroad, this text puts forward the concept and content of macroscopical coordination between the town land use plan and village-town plan.The author constructs an evaluation matrix of coordinated the town land use plan and village-town plan which includes town land use implemention evaluation, village-town plan evaluation and coordination degree evaluation of the town land use plan and village-town plan.Take town land use plan and village-town plan of Shuang Chunpu town as example of research, land use plan of Shangcheng city(2006-2020), land use plan of Shuang Chunpu town(2006-2020), land use plan of Shuang Chunpu town(1996-2010), village-town plan of Shuang Chunpu town(2005-2015) and relevant statistics data were taken by document and survey method. From the current situation of town land use plan and village-town plan of Shuang Chunpu town which is not coordinated , the text constructs an evaluation matrix of coordination between the town land use plan and village-town plan which was made up of town land use implemention evaluation (2 layers and 7 indexes), village-town plan evaluation(3 layers and 6 indexes) and coordination degree evaluation of the town land use plan and village-town plan, index weight was determined by the analytic hierarchy process, degree of coordination between town land use plan and village-town plan was determined, through the above steps, magnitude and type of coordination between town land use plan and village-town plan were definited. The results of evaluation show that: comprehensive evaluation of implemention town land use plan of Shuang Chunpu town is 0.221, comprehensive evaluation village-town plan of Shuang Chunpu town is 0.6998, overall development degree of the town land use plan and village-town plan is 0.4604 .The low comprehensive evaluation of implemention town land use plan of Shuang Chunpu town is main cause of the low coordinated degree of the town land use plan and village-town plan. Coordination degree is 0.5323,Coordination development degree is 0.4951.The type of coordinated town land use plan and village-town plan of Shuang Chunpu town in 2005 is on the verge of disorder and decline and town land use lags behind.Finally, the author put forward the proposals and countermeasures to the coordinated town land use plan and village-town plan of Shuang Chunpu town.
