The overall land use planning is a programmatic guidance document that adjusts and determines the land use structure and layout,implements macro-control of the land,strengthens control over land use,and optimizes the overall social and economic benefits and ecological benefits of the land,and coordinates land for all walks of life.demand.This is also an important means to combat various land problems.With the rapid expansion of population,industrialization and urbanization,the rapid increase in land demand has made the supply and demand situation of land more and more severe.In this situation,the importance of overall land use planning has become increasingly prominent.Especially in recent years,under the policy of "guaranteeing red lines and guaranteeing development" and the policy of accelerating the development of new urbanization,the overall role of overall land use planning in guiding,coordinating and restricting industries has become increasingly apparent.It directly affects the socio-economic development and macro layout of the planning area.The assessment of the implementation of the overall land use planning is the premise and basis for judging whether the overall land use planning needs to be adjusted,revised or revised,and is also an important task for the implementation and management of the overall land use planning.This article takes Nanpiao District of Huludao City as an example.Based on the summarization of domestic and foreign research experiences,theories such as system theory,land sustainable use theory,human-land coordination theory and location theory are theoretically analyzed and summarized.In addition,a comprehensive qualitative and quantitative analysis method was used to explore the theories,methods and techniques for the overall planning evaluation of land use master planning.In the qualitative analysis,the qualitative analysis was mainly carried out on the following five aspects:analysis of changes in land use structure,degree of achievement of major regulatory indicators,degree of realization of planned key arrangements,and degree of achievement of central urban management.In the quantitative analysis,an evaluation system consisting of five evaluation targets and 22 evaluation indicators was constructed.The Delphi method was used to determine the target weights and index weights of the comprehensive evaluation of the Nanpiao District,and a comprehensive evaluation of the implementation of the planning of the Nanpiao District was conducted.The results of the quantitative comprehensive evaluation of the Nanpiao District planning implementation were 78.83 points.It was concluded that the overall land use planning in the Nanpiao District should be adjusted.And in the evaluation process to find the existing problems,put forward suggestions for improvement and improvement measures,to provide theoretical basis and technical support for planning adjustment.Provide a certain theoretical reference for the future evaluation of land use overall planning.
