Game Theory Analysis In The Assignment Of Binding Controlling Index In The Overall Plan For Land Utilization

The latest round of China's overall plan for land utilization(2006-2020)has been put into practice for more than 7 years,but the problem of incompatibility between the plan and the current situation has become more obvious.Since 2014,local governments of Zhejiang have successively taken measures to modify and improve the plan.How to reasonably and scientifically establish the index system of overall plan for land utilization is the focus of the modification and improvement of this time.From the perspective of the local government of Zhenhai,based on game theory,the article analyzes the game theory characters between the local government and the municipal government concerning the disputes of overall plan for land utilization,establishes game model and makes a study on the factors influencing the determination of quantities and planning formulation of basic farmlands.The main contents and conclusions are summarized as follows:First,the article makes an introduction of game theory,analyzes the behaviors of municipal and local governments in the process of assigning the index,unravels the inevitable situation of game between municipal government and local government concerning the issue of assigning the farmland indexes,and then draws forth the feasibility of game theory study to be used in the process of controlling and assigning farmland indexes.Then,the article establishes a dynamic game model of incomplete information to determine the task of protecting basic farmlands.Taking Zhenhai District as an example,the article applies the model to forecast the task of protecting basic farmlands in Zhenhai District.The article reaches a conclusion that the game value is basically the same with the actual task loads of protecting basic farmlands issued by municipal government,which further verifies the assignment of the controlling index of overall plan for land utilization is the coordination of public rights and benefits between municipal government and local government,complying with the general rules of game theory.Finally,from the perspective of the balance of game,the article advocates the results of game should meet the interests of municipal government,local governments,the public and our country in the long run.At last,the article offers relevant measures to meet the above said interests from the aspects of information exchange,public engagement,decision-making guide,institutional constraints,etc.
