Leisure agriculture, as a new-pattern industry in the agriculture field and a new form ofagricultural modernization, organically integrates modern agriculture production, ruraltourism, health relaxation, etc. together and plays an important role in developingvillage-region economy, increasing peasant income, disseminating distinctive folkloric culture,promoting new rural construction and agriculture modernization, and protecting ecologicalenvironment.Chang’an district, located in the south part of Xi’an urban zone, is adjacent to theQingling Moutains in the south and the Weihe River in the north, and is diverse in thelandform with loess tablelands in the east, moutains in the south and rivers in the west. TheChang’an district was successively awarded as ‘China Leisure Agriculture Model Zone’ bythe national ministry of agriculture and the national tourism administration in2012for itsconvenient transportation, rich natural and cultural resources, numerous places of interest, andbeautiful ecological environment. In spite of the faster rate, there are still large number ofproblems to be solved urgently in the leisure agriculture’s development of the Chang’andistrict resulted from the late start and the preliminary stage of development thereof. In thispaper, the sustainable development of the leisure agriculture in the Chang’an district is mainlyresearched in the hope that the further specification and improvement can be implemented inthe leisure agriculture of the Chang’an district by the related administrative departments, so asto achieve the sustainable development of the leisure agriculture in the Chang’an district.In the paper, the connotation, characteristic and function of the leisure agriculture areanalyzed, the related theoretical basis of the leisure agriculture is elaborated, and the guidingfunction of the related theoretical basis to the leisure agriculture in the Chang’an district issummarized furthermore. Secondly, by summarized methods, the development status and theexisting problems of the leisure agriculture in the Chang’an district are analyzed from theaspects of the scale, the mode, the agricultural production structure and the like of the leisureagriculture. The existing problems are mainly manifested in the following: the inadequateinvestment momentum and the weakened supporting infrastructure; the incomplete industrial chain; the lack of scientific and reasonable overall arrangement; the low-quality laborers andirregular operating management; inaccurate orientation and the unclear feature; and lowerproduction value. Moreover, based on the field survey, the advantage and the potential of theleisure agriculture in the Chang’an district are analyzed in detail from the various factors suchas location, transportation, natural environment, socioeconomic status, folk culture, scienceand education resources, agriculture basis, tourism basis, etc. respectively.Lastly, the development and the objective of the leisure agriculture in the Chang’andistrict are formulated according to the practical situation of the Chang’an district, thedevelopment mode of the leisure agriculture in the Chang’an district is generalized, and theplanning layout of the sustainable development of the leisure agriculture in the Chang’andistrict is boldly designed: out-of-season vegetables, flowers and plants, as well asrecreational fishery in the western part; seasonal vegetables and modern agriculturalsightseeing gardens in the middle part; melons and fruits as well as modern livestock-raisingleisure experience garden industrial belt in the eastern part; and the leisure forestry and happyfarmhouse industrial belt in the southern part. Meanwhile, the countermeasure and the adviceabout the sustainable development of the leisure agriculture in the Chang’an district are putforward as follows: first, widening the investment channel and strengthening infrastructure;second, optimizing regional distribution and achieving scale development; third, enlarging theagro-product processing and transforming, and completing the industrial chain of the leisureagriculture; four, increasing the educational training to the laborers, and improving themanagement and service level; five, excavating the cultural connotation of the leisureagriculture and building brand leisure agriculture; and six achieving the sustainabledevelopment of the leisure agriculture in the Chang’an district on the premise of adjustingmeasures to local conditions and prioritizing.
