The Research On The Development And Exploitation Of Scientific Resources In Shanghai

In the Eleventh Five-Year period, our national scientific resources constructionhas been of unprecedented importance. The scientific resources development andsharing project has been one of the four major projects in the Outline of NationalScheme of Scientific Literacy for All Chinese （2006—2010—2020）(the followingabbreviation " compendium "), receiving high attention from governments of alllevels, functional departments, scientific organizations and various sectors of thesociety. The scientific resources construction would play an active part in furtheringscientific popularization, enhancing public quality in science and advancing thesocialization in scientific popularization work.Both the national and local governments have devoted a large number of energyand financial supports in propelling the scientific resources development and sharingproject, and carrying out multi-directional exploration and practice in sharinginformation resource, developing and integrating resource and constructing exchangeplatform. We have made progress and gained experience, but still face difficultproblems, such as the shortcoming of qualified information, inadequate supply ofscientific resource, the difficulty in integrating resources of various categories, lowefficiency of resource utilization, poor service and the lack of talents of scientificdevelopment.Based on the situation of the scientific resource construction and utilization inShanghai, the paper aims at discovering a viable way of developing scientific resourceand sharing service, which meets the need of economic, social and technologicaldevelopment, by analyzing the census data and the case of the construction of theShanghai Scientific Information Resource and Public Service Platform. I hope that theconclusion and suggestions in the paper would contribute to raising the efficiency ofresource sharing and utilization in Shanghai even nationwide, and providing certainreference to the scientific resource development and sharing project.
