Water resource is a strategic economic resources, and is the motive power of thedevelopment of human society. Shandong province is a big province in population andagriculture, but the water resource is very shortage and the water demand is increasing, it hashad a huge impact on the only water resource. The factors that contains water resource unevendistribution, water pollution and not harmonious between the use of water resourcesdepartments and so on, resulting in the further shortage of water resources, these factorshinder the rapid development of social economy. In the basin, water resources are shortage,and the variation of precipitation during years is very large, in order to alleviate the problemof water resources uneven distribution and the excessive exploitation of groundwater, it isnecessary to carry out conjunctive operation between surface water and groundwater, forrealizing the rational development and utilization of the water resource, and make theecosystem keep in balance at the same time, and ensure sustained and healthy development ofsocial economy.This paper simulates the regulation between surface water and groundwater of the DaguRiver Basin in Qingdao City, and the main contents of this paper include:(1)On the basis of sorting and analyzing the conjunctive operation between surface waterand groundwater at home and abroad, discussing the development and principle ofconjunctive operation, and put forward the research content and the technical route.(2)This paper introduces the general situation of Dagu River Basin. It includesgeographical location, topography, meteorological and hydrological conditions, waterresource situation water conservancy project. It is necessary to carry out the conjunctiveoperation of surface water and groundwater by analyzing the characteristics of meteorological,he variation of precipitation during years is very large and water resources unevendistribution.(3)We have predicted the socioeconomic of Dagu River Basin based on thesocial-economic status and water resources situation in2010; and predicted respectively thewater demand a in the future planning level. (4)The solving method for The Establishing Water Resources Carrying Capacity modelwas studied, the standard of the bearing status and potential is the relative carrying index ofwater resources, calculating the carrying population and carrying economic scale guaranteerate in75%conditions at different level years. In2015,2020and2030, the water resourcescarrying capacity will be in the weak state of overload, and put forward the correspondingmeasures to solve the problem.(5)This paper has calculated and analysied the balance between supply and demand intypical year in the study area of different assurance of water resource, on the basis of theabove, establishing the model of multi-objective joint regulation of surface water andgroundwater with WEAP software, the objective function is the minimum waterrequirement, basing on the present status of year as a reference, constitute the unitedscheduling schemes of different water conditions, the conjunctive operation programs in aflat-water year and two dry are developed in strengthen water-saving down, making animportant contribution to the sustainable development of water resources in the basin river.
