The key point to enforce sustainable development in transition zone between cropping area and nomadic area is to coordinate the relationship between agricultural and husbandry economic increase and soil desertification. The reason why desertification became more severe is that local production mode kept a backward way which led to excessive assart, graze, and firewood collection. Clarifying the influence and managing way of agricultural technical change (ATC) on desertification has a significant meaning to discuss social-economical-environmental sustainable development in desertification area. Thus, this article analyses whether there was a cause and corresponding effect relationship between desertification and ATC through Granger casualty test, and to find out the comprehensive effect ATC worked on desertification. The main analysis framework includes:measurement of local ATC level; estimation of extent of desertification and variation trend; examination on the relationship above by building analytical model. The conclusions are as follows:(1)During1987and2009, the change law of ATC in Naiman Banner differed in time and space. As for time, the planting and husbandry ATC increased as a whole, so the production level improved. Arable-sandy land and grass-sandy net increase land fell down, which means the trend of desertification slowed down. In spatial scope, the ATC value of each county decreased progressively from north to south. Husbandry ATC went to top in the middle area. Grass-sandy net increase land had relatively high value in the north and south counties.(2)ATC was the cause to slow down the pace of desertification in a long run no matter in the whole banner or each county. However, the reversion of desertification was not the reason to improve ATC.(3)The elastic coefficient that desertification area worked on ATC reflected the ATC contribution on slowing down or reversion of desertification. As for planting industry, the ATC contribution value in the northeast county contributed more to the decrease of arable-sandy ney increase land area than the south, where Yilongyong and Qinglongshan are as low as0.040and0.014. Husbandry ATC contribution value went to top in the middle area, while the south and north was less.(4)The elastic coefficient ATC on desertification represented the reliable extent desertification reversion on ATC. Northeast counties had a rather high extent, while the north kept a low degree. Grass-sandy net increase land had a feature that middle zone was larger than south and north. Planting ATC of Daqintala, Weiliansu, Nailin from the center had the corresponding elastic coefficient of1.086,1.412, and1.225, but the value dropped to0.004and0.014in Yilongyong and Qinglongshan in the south. The elastic coefficient of Weiliansu, Nailin, and Baiyintala in the central zone was1.52,1.19,0.72and1.73times more than the average standard of the whole banner.
