Evaluation And Regulation Countermeasures Of Agricultural Sustainable Development Ability Of Dong Ting Lake Area

Sustainable Development Evaluation is the quantitative measurement and qualitative description for sustainable development ability and sustainable development level of research object, which is regarded as a hot, important and difficult issue in the field of sustainable development. Agriculture is the foundation of national economy. The development of agriculture is related to the stability of people’s livelihood and society. On the one hand, evaluation on agricultural sustainable development ability can enrich and perfect the theory of sustainable development and it also possess the scientific value; On the other hand, it is of the practical significance to establish and carry out the agricultural sustainable development strategy, adjust and optimize the policies and strategies of agricultural development. The thesis analyzes the current situation of agricultural sustainable development of Dong Ting Lake area using the SWOT method. Abiding by the regional principle, operable principle, and overall principle, the author constructs the evaluation index system for agricultural sustainable development ability of Dong Ting Lake area. And on this basis, the author does a comprehensive evaluation respectively on the agricultural overall sustainable development ability and the space sustainable development ability of Dong Ting Lake area in2008by using Analytic Hierarchy Process and the comprehensive evaluation method from three aspects:the economic sustainable development ability, the social sustainable development ability and the resource and environmental sustainable development ability. Meanwhile introducing the concept of "obstacle degree", the author proceeds the barrier factor analysis of agricultural sustainable development of Dong Ting Lake area. The results show that:(1) The composite index value of agricultural sustainable development ability of Dong Ting Lake Area is83.77%, and at the preliminary sustainable development stage. The index of economic sustainable development ability reaches to92.5%, at the sustainable development stage; The index of social sustainable development ability is84.1%, at the preliminary sustainable development stage; The index of resource and environmental sustainable development ability is71.8%, at the initial stage of sustainable development.(2) There is bigger difference in agricultural sustainable ability within Dong Ting Lake area. The sustainable development levels are not balanced. The economic sustainable development level, the social sustainable development level and the resource and environmental sustainable development level of Yueyang City are104.16%,86.96%and80.54%respectively. The composite index value of agricultural sustainable development is91.9%on average; The economic sustainable development level, the social sustainable development level and the resource and environmental sustainable development level of Changde City are90.66%,86.51%and87.64%separately. The composite index value of agricultural sustainable development is88.5%on average; The economic sustainable development level, the social sustainable development level and the resource and environmental sustainable development level of Yiyang City are60.70%,88.70%and74.45%separately. The composite index value of agricultural sustainable development is82%on average.(3) There are mainly nine obstacle factors restricting the agricultural sustainable development of Dong Ting Lake area:per capita annual net income of rural residents, agricultural labor productivity, Engel’s coefficient of rural residents, agricultural land productivity, the number of agricultural sci-tech staff possessed by per ten thousand agricultural labors, the improvement ratio of Middle-low-yield fields, the rate of efficient irrigation, the number of health professionals possessed by per thousand and the disaster rate of flood and drought.Aiming at the quantitative evaluation results and the current situation of agricultural development of Dong Ting Lake area, the paper puts forward the following countermeasures for improving the agricultural sustainable development ability of Dong Ting Lake area:Overall improvement countermeasures:(1) Consolidate and develop the agricultural economy, and raise the peasant income level;(2) Develop agricultural science and technology rapidly, bring agricultural industrialization management into force, and improve productivity;(3) Perfect infrastructure construction and improve agricultural production conditions;(4) Strengthen disaster prevention and mitigation and promote the ability to prevent and mitigate disasters;(5) Optimize the industrial structure, promote the upgrade of industrial structure and develop the circular agriculture economy.Space improvement countermeasures:(1) Focus on strengthening environment treatment and predominant resources development in Yueyang City;(2) Guide and adjust the agricultural development of some counties and urban districts with lower agricultural sustainable development ability scientifically in Changde City;(3) The agricultural sustainable development of Yiyang City is not ideal, no matter from the overall level or from the subsystem, so it is better for Yiyang City to draw up scientific and reasonable countermeasures to achieve the comprehensive and coordinated development from the economic, social and resource and environmental development.Effective development patterns of Dong Ting Lake area:develop the efficient circulation agriculture development model of garden stuffâ†'grains flowersâ†'pig poultryâ†'sewage gasâ†'fish pond focused on deinsectization and disease prevention in residential areas; develop the efficient ecological agriculture focused on prevention and cure of schistosomiasis, cure of rat and waterlogging tolerance and drought resistance in traditional agricultural production areas.
