Structure Optimization Reserch Of Kaifeng’s Land Use Based On Multi-objective Planning

With the development of our social economy, the increasing urbanization and the intensecontradiction between the residents and the resources of land, land use has always been a common subject.Therefore, the rationality of the land use structure will directly affect the change of economic, social andecological benefits of national land. How to realize a reasonable utilization of land resources, and anoptimization of the land use structure? To regulate the land use structure, and boost the coordinativedevelopment between the urban and rural areas and the intensive usage of the land resources, this paper,focusing on Kaifeng city as study area, referring to the study on land use structure from both home andbroad, and basing on the the analysis of the economic, social and natural background, will try to optimizethe land use structure of Kaifeng city. By using the quantitative analysis and qualitative analysis method toanalyze the current situation of its land use structure. By implementing the theories and methods from thestatistics, ecology, planning and other correlative disciplines, the practical tools such as the mathematicalmodel and computer science, and the method of multi-objective programming, this paper would setconstraint conditions and target function for the structural optimization of Kaifeng city’s land use, andfinally calculate an optimal result. The main content of this paper includes the following parts:(1)This paper conducts a calculative analysis according to the changing situation and the dynamics ofthe entire land use types volume of Kaifeng city, and concludes: its farmland, garden land, unused land aswell as the development of regional economy are decreasing; among which, the farmland reduced most.The farmland, housing areas, industrial and mining land, transports, water usage land are constantly growing; among which, the forestry coverage has an remarkable increase. Besides, the current landintensification degree of the respective counties and districts of Kaifeng are low level.(2)The paper makes an analysis from the perspective of the rationality of the land use structure ofKaifeng city, and focuses on the research of economic rationality, ecological rationality, social rationalityand comprehensive rationality of the land use structure. The discussion and analysis show that the currentland use structure of Kaifeng city exists some unreasonable phenomenon.(3)By adopting the multi-objective programming approach and combining the genuine conditions ofKaifeng city, under the circumstance of taking a comprehensive consideration about the economical andsocial benefits and the ecological benefits, the paper supposes a constraint condition and target function tooptimize the land use structure of the city in order to achieve a reasonable and efficient optimization result.On the aspect of ecology, the paper takes the green equivalent into account; on that of the economicalreturns, the industrial benefit is to be seen as the index value; and of the social objective returns, the socialsecurity value of agricultural land as Considerations value index. The analysis on the situation of landuse structure in2020year shows that in the next few years farmland, construction land of Kaifeng willsteadily increase, the underuse land will reduce gradually. Through the adjustment of the land use structureand the land use status analysis, in accordance with the target of the eleventh five-year plan outline on theeconomic and social development of Kaifeng city, we should make an overall plan and take all factors intoconsideration, keep a comprehensive balance, properly arrange the land use in all walks of life, in order toassure land security for the development of all departments of the national economy in Kaifeng.; Trafficand water conservancy projects and other major infrastructure will be improved, realized the integrity ofthe social, economic and ecological benefits; cultivated land achieve the dynamic equilibrium and increase.The control measuresof the urban and rural land-use are explored and discussed, and this paper holds that taking proper measures in land use will be helpful to establish a conservation-minded society, maintain themacro-economy running smoothly, and improve the land utilization rate.
