Land is the material base of human’s existence and development, while China is in the accelerated development of industrialization and urbanization process, leading to the urgent needs for land. So we should promote the rationally intensive use of land vigorously, which is the specific requirement to implement the Scientific Outlook on Development comprehensively, and it also relates to the sustainability of our country’s social and economic development. As an important carrier to support the rapid economic growth of Kunshan City, the scarcity of land resources being highlighting gradually, the contradiction of land resources between supply and demand is also growing. Rational development, use and conservation of limited land resources, and achieving the harmony of economic development and reasonable land intensive use in Kunshan, are major problems should be solved, which has a very important significance in promoting sustainability and health of economic and social development of Kunshan.On the basis of summarizing the researches on land rationally intensive use at home and abroad, the paper uses three core index----fixed asset stocks of every area of construction land, labor force of every area of construction land, non-farming output level of every area of construction land to evaluate the intensive degree of urban construction land, and two index----labor input of farming land, unit output value of farming land to evaluate the intensive degree of farming land. In order to understand the intensive utilization status of land in Kunshan deeply, the article also evaluates the intensive utilization status of three main types of construction land----industrial land, commercial land and residential land,Based on the in-depth evaluation of intensive utilization status of land in Kunshan, this paper combines linear programming model with GIS, and puts forward the LP-GIS Synthetic Analyzing Framework of intensive utilization of land in Kunshan. At the same time, from the view of relationship of economic and social development and land use, trend increase phase and transformation increase phase, as the two time segments to analyse the intensive degree of land using rationally in Kunshan, are proposed. By means of model calculation, the paper obtains the intensification control standards of industrial land, commercial land and urban residential land during trend increase phase and transformation increase phase in Kunshan respectively, and also obtains intensification control standards of industrial land, residential land in each town of Kunshan during the two phases. Land rationally intensive use not only involves optimal allocation of land and capita, labor and other elements, but also involves space pattern optimization of land use. Therefore, the paper also takes the levels of space accessibility, urban space utilization planning, the control area of land use space development and other elements into consideration. Based on GIS, the article also analyses the space optimization extension during trend increase phase and transformation increase phase. Finally, the paper strategically makes the macro-quantitative ratio of main constructive land and the situation of space extension of Kunshan clear in the future.Based on the results researched above, the paper puts forward three policies to promote the land rationally intensive use:land adjustment policy, including urban and rural construction land replacement policy, industry construction replacement policy, high-rise building and underground space use policy, efficient utilization policy for idle land; the threshold policy of land-supplying, setting threshold for separation industry in national development zones, provincial development zones and industry concentrating areas;space control policy, construction space control, agriculture space control, ecology space control included.
