Urbanization is a polarization of economic and social development in the region. With a lot of economic resources such as capital, human resource and technology accumulated at a regional center city.The central city has also become the benchmark areas of the region to build an innovative city. The core personnel and key technologies is a breakthrough to build an innovative city and improve the city’s scientific and technological innovation. S&T talent as one of the basic elements of the city’s innovation system, their knowledge and creativity provides important intellectual support for innovation activities, is internal drive engine for the development of urban innovation. A series of innovative elements are organically combined by the city’s innovation system through effective operation of the innovative subjects. Then get the corresponding output of innovation and promote the development of technology and economy of the entire city.As one of economic factors with higher stock of knowledge, S&T talent would move to physical space or logical space which has higher marginal revenue through a series of orderly flow, migration or centralization. This flow or centralization can lead to imbalance of personnel density space, thereby creating phenomenon of distribution difference. The initial stage of S&T talent aggregation phenomenon is quantitative-based, when this quantitative change to the advanced stage will produce a qualitative change in turn creating S&T talent aggregation effect. S&T talent aggregation effect further strengthens the attractiveness of the region and further improves the level of S&T talent aggregation. In this paper, index system of S&T talent aggregation is considered to build from five aspects such as strength, quality, professional structure, knowledge spillover effects and potential to measure and evaluate the level of city’s S&T talent aggregation.Urban technological innovation capacity belongs to the meso-level regional scientific and technological innovation, refer to the ability of synthesizing the city’s science and technology then making them into new products, new processes and new services. Its setting process of decision-making goal is the macro innovation goals and micro innovation goals interact together to achieve the process. In this paper, the elements of urban technological innovation ability come down to five aspects which are environmental levels of technological innovation, knowledge innovation capacity, technological innovation capacity, high-tech industry level and the capacity of science and technology to promote economic and social development, and on this basis to design index system with three levels of indicators to measure the strength of the city’s scientific and technological innovation.Combination of human resource management, the talent theory, the theory of gathering of economy, economic geography and theory of innovation economics, regional innovation and technology innovation, this paper considers that in the harmonious effect of internal and external environment, the generation of urban S&T talent aggregation effect and the raise of the level of S&T talent aggregation will lead to more scientific and technological personnel centralized to local research institutions, universities and companies, which raise the city’s information-sharing effect, knowledge spillovers effect, innovation effect and other linkage effects, thereby enhancing the technological development of the entire city. As the same time, urban innovation systems can provides incentive system, atmosphere of innovation, transference and diffusion of knowledge, application and development of technology and the resulting high returns which create a prerequisite for the generation of S&T talent aggregation phenomenon, attracting and encouraging more people gathered in the city, resulting in a new round of S&T talent aggregation effect to further enhance the urban innovative edge, promoting its own scientific and technological progress and social development. On the basis of Taiyuan taken as an example in this paper, the development status of the level of S&T talent aggregation and the capacity of urban scientific and technological innovation are analyzed, the intrinsic role of relationship between the two is explored from an empirical point of view. Through the hypotheses of theoretical relationship between the above two and empirical data, the corresponding full model structural equation modeling is constructed for factor analysis, path analysis, hypothesis testing and model updating, then nine interaction path of relations between the level of S&T talent aggregation and the capacity of scientific and technological innovation and some corresponding theoretical explanation are obtained.Innovation of this paper:(1) The level of S&T talent aggregation is measured through five aspects such as aggregation intensity, aggregation quality, professional structure of talent, knowledge spillovers and aggregation potential and a so called aggregation index is designed to reflect the level of S&T talent aggregation.(2) The theoretical model of the interaction relationship between S&T talent aggregation and urban scientific and technological innovation is proposed, the intrinsic role of the dynamic mechanism and the critical path factors of the relationship between the above two are both explored.(3) Based on the hypotheses of theoretical models, index system and the sample data of Taiyuan City, the empirical analysis is made by reference to the goodness of fit, analysis of the path coefficients, test of the T-statistic and removing the error, to judge the rationality of the whole model, to identify variable correlation degree and to amend and adjust the model path.
