Since the reform and opening up, China’s economy develops rapidly, the pattern ofeconomic development is changing from the efficiency-driven toinnovation-drivenmode, the innovation-driven mode has become a majordevelopmentstrategies of the nation. Western regions is an important fulcrum for country to achieveinnovation-driven development strategy, research on the relationship between industrialdevelopment and talent agglomeration of the western region, and building healthy flowand agglomeration mode of the talent for the industry has important practicalsignificance.Firstly, this paper have studied their connotations and relationships of talent, talentagglomeration, knowledge clusters, and industrial clusters by correlation theory,thispaper argues thatknowledge clustersis the core of the development of industrialclusters,talent is an important carrier of the knowledge,talent clustersis an importantpassage for thediffusionof knowledge clusters,and provide importanthuman resourcesandtechnological support;Industrial clusters is an important foundation for thedevelopment of knowledge clusters,providingmarket forcesfor the formationofknowledge clusters,providing important materialprotection and spiritual supportfortheformation and development oftalent clusters.Knowledge clusters, talent aggregationand industrial clusters aremutually reinforcing andindispensable.Secondly, using the total population, the birth rate, the average years of schoolingby relations, education Gini coefficient, health funding ratio, the elderly dependencyratio, the ratio of employment in the tertiary industry and urban population ratio, westudy the quality of regional population change and economic growth, quantitativeanalysis of the unbalanced situation and stage of development of the eastern andwestern regions of economic development. Then this paper constructs thecomprehensive quality of the population index by using factor analysis method andselecting the dataduring1997-2010in32provinces, and using Douglas productionfunction model for mixed panel data regression respectivein population and regions,discovering that there is significant impact on economic growth bypopulation quality,and there is obviousdifferences of the population quality andthe contribution toeconomic growth in Eastern, Central, Western and Northeast regions, the resultsshowthatthe western regions labor-intensive stage of development, the northeastern regions are capital-pull stage, and the eastern regions are the population quality-drivenstage. This paper confirms that the flow of talent has an important contribution toeconomic growth,and the higher levels of economic development, the higher ratio of thetalent contribution.Thirdly, this paper analyzes the current situation and the plight ofindustrialdevelopment and talent aggregation in the west of China, discovering that theconfiguration of human resources in the western regions is difficult to adapt to theplanning and adjustment of regional industry; the structural adjustment is difficult tointegrate into optimization and upgrading of regional industry; the investment level ofhuman resources is difficult to the scale, standardization and localization of the regionalindustry; the related systems for protecting human resources is difficult to support theinnovation-driven of regional industry.At last, through analyzing dynamic factors of the knowledge cluster-talentagglomeration–industrycluster, this paper constructs talentagglomeration mechanismby integrating knowledge cluster-talent aggregation-industrial cluster-nationalpolicy environment-intermediary organization into one, we can successfully connectknowledge and industrial clusters, and we can effectivelytransferknowledge andtechnology on the upstream to the industrythrough the flow and agglomeration of thetalent, the industry sells products within rich technology and knowledge to endconsumers or middlemen, promoting the flow of knowledge, the transformation oftechnology and innovations.These can further strengthen externalconnection withtheglobal productnetwork, enhance the level of regional scientific and technological andorganizational development capabilities, and accelerate the large-scale of industrialclusters in the western region.
