The Study Of The Knowledge Spillover Effect Of Regional Technological Talent Aggregation

The knowledge spillover effect is a source of regional technology innovation and the booster of technological progress. A growing number of studies have shown that knowledge spillover effect is the fundamental way to enhance regional innovation capability and competitiveness. Technological talent is the creator and carrier of dvanced knowledge, and before the advanced technological knowledge and technical experience was widely disseminated by being literature into books, the knowledge spread mainly through the technological talents' communication and flow. Therefore, under the premise of technological talent aggresstion, how to promote the production of knowledge spillover, shoule be the concern in theory and practice. From this point of view, the present study attempts to explore new approaches to generating the knowledge spillover effects. Emphases will be placed on technological talent aggresstion,and focused on the promoting effect on knowledge spillover effects of five factors of the institutional environment, economic environment, technological environment, education, environment and social environment.Firstly, this study start from the basic theory, the paper documents about knowledge spillovers and This study first and the knowledge spillover effect of technological talent aggregation.Then the paper reviews some relevant theory about knowledge spillover and technological talent aggregation.Reviewed the related theories,such as the notions and characteristics of knowledge spillovers and knowledge spillover effect,the definition and characteristics of technological talent,the phenomenon of knowledge talent aggregation,and the effect of knowledge talent aggregation.Secondly,on the basic of literature review,this paper will theoretically analyze the reason and foundation of the knowledge spillover effect of technological talent aggregation. Analyze five environmental factors on the impact of the knowledge spillover effect of technological talent aggregation.And this paper studies the carrier form and resources of the knowledge spillover effect of technological talent aggregation.This paper propose a mechanism model of the effect of five environmental factors of the knowledge spillover effect of technological talent aggregation.In this model,knowledge spillover effect was divided into two parts:the creation effect of knowledge spillover and the application effect of knowledge spillover. Knowledge spillover factors include five dimensions,such as institutional environment, economic environment, technological environment, education,environment and social environment. These five aspects placed active roles in promoting the generation and enhancement of knowledge spillover effect. Based on theoretical analysis, this paper will put forward relevant hypotheses,construct an evaluation index system for empirical study.Thirdly,this paper will conduct positive research on the effects of five environmental factors on knowledge spillover effect of knowledge talent aggregation, in the light of the survey data collected from Qingdao.And empirical results show that:the five environmental factors have positive promoting effect on knowledge creation spillover effect, four environmental factors (economic environment, technological environment, education, and social environment) played positive roles in promoting knowledge application spillover effect.Combing the theoretical model and the empirical findings,a series of strategic and policy advices are proposed,as a conclusion,for promoting the production of the knowledge spillover effect of technological talent aggregation.Furture research directions are also discussed.
