Experimental learning is one of the most indispensable parts in the teaching system, which aims at helping students to strengthen their understanding of the theory, training their rational analysis capabilities and practical ability. what’s more, the development of the "E-Learning" provides the experimental learning with an excellent platform. As a new teaching style,"E-Learning" has broken the traditional teaching mode, which places emphasis on independent study and benefits students to choose their own learning materials based on their favorites. At present,"E-Learning" system is widely used in college teaching, staffs training, education examination and leaning-oriented community, furthermore, the development of the informationization in colleges open a broad prospect for the achievement of the system. Nowadays, the Cloud Computing provides the development and achievement of the "E-Learning" system with a broader display space. The PAAS cloud service represents by "Windows Azure" provides the majority of developers with a good software development environment which greatly reduce the development cost of the system and expenditure on education funding.For this reason, we have made an in-depth study on the research status of "E-Learning" and the achievement technology of the system. By combining the real work in the experimental learning progress, using the Cloud Computing technology, database, network communications, and the ASP.NET technology, we have made an overall design for the "E-Learning" system. Our system is a cloud application based on the "Windows Azure" platform, which accomplishes the daily learning function between teaching and learning in the progress of the experiment for teachers, students and the laboratory managements. We have completed the programming and achievement parts of the system, such as system management, experiment booking, discuss and exchange. At last, we resolve the system security issues of the database consistency and register authentication.The prototype of the system has been completed and it works well when testing on cloud, which means the overall design of our system is reasonable and the method using to resolve the problem is viable.
