With the accelerating development pace of China’s market economy, talentmanagement has become a top priority in various industries. The existing personnelmanagement philosophy and management approaches in China have a serious impacton social development. Since the reform and opening up, foreign-funded enterprisesand joint ventures swarm into the Chinese market constantly, but also bring advancedconcepts of personnel management at the same time. Government departments andinstitutions are China’s leadership subjects, so their personnel management systemsdirectly affect the development direction of Chinese personnel management. Inparticular, under the premise of the development of China’s economy, developmentzones which are unique administrative system in China come into being. As China’sunique economy management model, the development zone’s personnel managementideas and management methods should also be advanced and representative. However,the personnel informationization work in this management model is precisely theweak link in human resource management informationization in China. This systemtakes the personnel management of the Tianjin Economic and TechnologicalDevelopment Zone for the main source and aims at realizing the personnelinformation management of Development Zone. In accordance with the daily processof personnel work, it respectively achieves the organization management, personnelinformation management, day-to-day business management, statistics and querymanagement, payroll management, financial payroll management, user rightsmanagement, system maintenance and a variety of report form printing as well as dataexport functions. This system has the advantages of practicality, efficiency, ease of use,stability and security. Due to the application of this system, it accelerates personnelinformation construction of the development zone, which has played a key role in theprocess to promote the personnel information of the development zone.The system uses the network architecture model of the C/S structure, adopts theDelphi for system development language as well as SQL SERVER2005for thesystem database platform. The server-side operating system of this system is WindowsServer2003, while the client operating system is Windows XP. This article describesthe technical characteristics of the application of this system in general, especially thetechnical features of programming languages, database construction and technical points of application, and then carries on a detailed discussion of various design andimplementation links of software development such as user needs analysis, systemdesign, database design, system implementation, system testing and user confirmation.In addition, it also conducts a detailed discussion of the unique functions of thissystem such as system maintenance, formula calculation, data query and data export.
