The Design And Implementation Of Information Management System For A Local Tax Inspection Bureau

According to the 18 th National Congress of the Communist Party of China and the third Plenary Session of the 18 th CPC Central Committee ‘s spirits,in year of 2014,Autonomous Region local tax system have implemented a constitutional reform to further reducing organizational size,simplified of government centralization,scientifically and specifically set up the tax inspection organization within whole region,clearly assigned individual department's function,reasonably allocation of personnel's duty,reduced organizational cost,established and strength whole services inspection mechanism,improve auditing quality and law enforcement functions,tax inspection duties,maintained a standard balance between economy and taxation.After the reformed of inspection management system,how to improve the daily inspection efficiency and strengthen the internal examination and management have become an urgent problem.In the past,old management system such as paper and manpower centered scheme have no longer meet modern auditing needs.Whole services have to be innovated,using information and data analysis technologies to improve the professional tax inspection standards.The essay based on book of “information management system within local tax inspection bureau”,which introduced the design,guiding ideology,system solution and the whole process of the specific functional modules of the information management system in a local taxation bureau.The article focused on the design and implementation of the whole system from comprehensive perspectives to individual modules,it focused on the structure of the system,as well as the concepts and implementation strategies of the system.In addition,taking into account the information system of local taxation inspection bureau will involve confidential and private information,how to handle those information have been seriously considered during the system design and implementation.“Windows system” has been a most safe and reliable operating system;combined with SQL Server database as a support database to store a large amount of data.The information management system design based on the C/S mode architecture with DELPHI software development environment and Microsoft SQL Server 2012 database.Finally,the system was successfully tested through the intranet environment within a local bureau.This article has focused on internal control of local taxation bureau by putting the inspection,examination,trial,supervision and control during work,planning and satiating,reporting,internal communication,personal appraisal and summary into the system,and by assigned different level of permit to various departments in a shared database environment;which have improved the ability and speed of daily information processing within the bureau and also increased accuracy and efficiency of the workload.The experiment results showed that the new management & information system have significantly increase the efficiency and accuracy within local taxation bureau.All results have achieved our expectations.
