In the process of the rapid development of China economy and city change, the adaptation of peasant-worker’s children attracts the attention of all levels of society. The notion of social exclusion, first originated in France in1970s, is now an important angle for research on socially disadvantaged groups. Based on individual interviews to peasant-worker’s children, their parents of both and school teachers, this paper tries to analyze the deviate behavior of peasant-worker’s children from the perspective of social exclusion.According to the study above, made a number of policy implications. First, the adaptation of peasant-worker’s children has improved, but learning problems, interpersonal communication issues, behavior problems, psychological and other aspects of the deviation problems still exist during the adaptation. Second, these problems are closely related to the social exclusion. On the one hand, under the dualistic urban-rural structure, there are great differences between urban and rural areas. Lead to the institutional and non-institutional exclusion of the peasant-worker’s children. Because of the great exclusion institution the cultural goals of peasant-worker’s children are difficult to achieve, and generate social deviance. On the other hand, under the environment of exclusion the nurturance education of the peasant-worker’s children faces a dilemma, which weakens the function that nurturance education have to improve the problem of social deviance. Further deepen the social deviance.We suggest that community should construct social environment in order to eliminate social exclusion and to help peasant-worker’s children integrate into the community. Improve the employment policy to safeguard the migrant workers’necessary economic life, as well as provide them great training platform to improve their comprehensive quality; strengthen the support in educational policies and regulate the public schools that serving peasant-worker’s children, to guarantee the migrant children’s equal educational rights; enhance the propaganda to raise the social acceptance of the peasant-worker’s children, finally eliminate the exclusion upon interpersonal relationship.
