The Analysis Of Optimal Social Security Level In Sichuan Province

The social security system is established by the legislation of the government,in order to protect people’s basic survival,lifting and preventing the risk of social instability,such as poverty,to ensure the normal order of the social, social security needs to be both fair and efficient, so the level of social security is necessary to protect people’s basic living through a second assigned to regulate the distribution of social income,reflecting the principle of fairness;and it should also to promote the economic efficiency of society,to mobilize people’s labor enthusiasm,and provide a good environment for economic development.The social security level is an important indicator to measure the development of the social security system.by analyzing the level of social security in Sichuan Province,we can understand the state of development of the social security system in Sichuan Province.In this paper, I use the theory of the level of social security coefficient.the calculation model of optimal level of social security,select the data from2002to2010, do a comparative analysis of social security level of Sichuan Province and the level of China. Analyze from the level of social security expenditure,and the relationship of the level of social security expenditure and population and economic development,measure the level of social security whether appropriate. And analyz the coverage level too.Consider the factors of the population structure and level of economic development,found that the social security expenditure level in Sichuan Province is lower than the level in China,but it developed rapidly.Then do a comparative analysis of the level of social security in urban areas and rural areas of Sichuan Province,found the level of social security in rural areas is significantly lower than urban areas,we need to expand the coverage of social security in rural areas,speed up the development of the rural social security system.Based on the above analysis,considering the actual situation of Sichuan Province,to find suggestions to improve and enhance the level of social security in Sichuan Province.
