Study Of The Equality Of Health Resource In Luoyang

The fairness of health allocation of resources is the problem that must be solved in order that public health can develop continuously. It is one of the key problems of the reform of medical system. How to allocate the health resources fairly is the key problems of the reform of medical system. CPC Central Committee and the State Council on the deepening of medical system reform published in2009put forward again the promotion of basic public health service gradually equalization, that shows health fair is most important. This paper can help to formulate and adjust the regional health planning, formulate further policies and measures, promote the fairness of health allocation of resources and promote the implementation and development of regional health planning in the new medical reform program, by analyzing Luoyang health allocation of resources and residents’health situation, evaluating the fairness of health allocation of resources, discussing the problem in allocation of resources of human, material and financial resources. That provides the basis for the development of Luoyang health services continuously, harmoniously, stably, healthy.This paper analyzes Luoyang health resources status quo by the mean of statistical description. It analyzes and evaluates the geographical and population distribution of Luoyang health human, material resources and financial resources by Lorenz curve and Gini Coefficient.The study found that disposable income of per capita residents increases obviously with the economic development of Luoyang and the health of residents improves obviously. The total of Luoyang health human resources increases to97,060,000from2007to2011.The staff growth accounted for85%.But the regional health resources allocation is different. The number of health institutions, the number of beds per thousand, the number of patients cured by doctors and the inpatients is an upward trend. The fairness of health allocation of resources shows that the fairness of population distribution is better than the fairness of geographical distribution from Gini Coefficient. Luoyang health expenditure per capita gross and health expenses rises year by year. Health expenditure increases every year. Health expenditure and economic development is synchronous. The fairness of population distribution is better than the fairness of geographical distribution from Gini Coefficient.The government should improve health fairness in the following aspects. Firstly, optimize health manpower structure, improve the proportion of doctor and nurse, and enhance the geographical fairness of health human resources. Secondly, play a full part of basic medical services institution, strengthen exchanges and cooperation, share health material resources, and improve the utilization of existing health resources. Thirdly, emphasize the responsibility of the government, increase the investment of public health, form the situation of health service and economic developing together.
