As for our country’s new medical reform, discussion of health care is also very much. Health problems are the focus of people’s livelihood issues. This paper is to analysis the government responsibility of medical health as this background. Government in the health sector should do, what can be done. Research goal of this paper is how to determine government responsibility. The research goals of this paper are how to determine government responsibility; government should do in the health sector and what can be done. Public management is the authoritative allocation of public resources. According to this viewpoint, there are three core principles:safeguarding the people’s livelihood, protecting fair, improve efficiency. The first principle from the government’s ultimate goal; The second principle from the human rights of equality and the principle of universal access to public resources; The third principle is under conditions of limited resources in pursuit of the full realization of the value of the former two entities, the instrumental value of the target. The third principle is the instrumental value of the target in order to realize the value of former two entities under conditions of limited resources. People’s health directly affects the quality of life; it is related to with the government’s objectives. However, about health-related matters, different main responsibility determines the responsibility of government in which the different. Governments can choose government method according to public management theory, other management theories and management techniques. Therefore, different from previous papers, this paper from an ethical point of view analyzes the different transaction types in health care properties, consider administrative or adapt the characteristics of the market, recommended to choose different ways to fulfill government responsibility. Structure based on this paper will be divided into three parts:public health; occupational health; personal medical, analysis of these three different aspects of government responsibility.Based on the characteristics of public health and the reality of public health practice, public health is the primary responsibility of government. Government should be based on the principle:safeguard people’s livelihood, safeguard fair, increase efficiency. Government is responsible for public health services only limited to the level of social civilization. From the perspective of efficiency and equity, the government should establish order, guarantee fairness and maximize efficiency. Public health services provided by government should cover all urban and rural residents which can improve the health level and uniform efficiency and fairness. For some of the projects in public health, the government can buy them from the market to provide services. Of course, the project and manner in the market depend on its validity.Attributed to a class of Occupational health alone is based on responsible economic characteristics and professional activities. Business owners and practitioners in Occupational health have not shirked its responsibility. The current Occupational health situation is not optimistic. Government bears the legislative, regulatory responsibility and should take more effective measure in regulatory.Personal care products Character is very conspicuous in personal medical. After all, our country’s economic level and have not reached the ability to provide free medical care for all citizens. From the perspective of resource allocation, the market is more efficient than administrative means. Government’s core responsibility is to balance the market, develop the market, and let the market mechanism play a regulatory role. Balance is that the government according to its financial investment in medical, to achieve the balance of the medical services market. Persons who live in rural, western or remote areas can receive health services. Development of market means balancing supply and demand. For example, improve the demand side to purchase services within its power; relax restrictions on that social capital go into the health care market; strengthen the management on health care market. This will be a lasting and effective solution on the problem which difficulty in seeing a doctor and the high cost of getting a treatment on the medical market caused by supply-side dominance.
