Government Responsibility In The Public Health Security

From the outbreak of SARS started in 2003, the public safety issues in public health have a new understanding of the concerns.The public concerns have moved from the traditional safety issues in the planned economy to the public health safety in the market economy. In the field of the public health, the essence of public health security is providing the public services and the public goods, implementing the public policies, and protecting the interest of public health. This also determines that in the field of public health the government should bear the primary responsibility. With the rapid development and improvement in the market economy, especially in a period when the major public health events outbreak continuously, objectively, the public strengthen the request of the government on the social responsibility. In this paper, the development of market economy as the background, prevention and control of SARS in Inner Mongolia as an example, the paper describes systematically that the Inner Mongolia Autonomous Region government should take the responsibility of maintaining the public health security. Firstly, the paper defines the concept of the market economy, public health, and public health safety, while analysis the causes of government's commitment to maintain the responsibilities in the public health safety. Secondly, combined the practice of SARS prevention and control of experience in Inner Mongolia Autonomous Region, the responsibility of government is defined as four areas:system design, the legal system, financial support and supervision and management. Again, based on the SARS which out broken suddenly in Inner Mongolia, the paper elaborates the problems in the process of SARS prevention and control in Inner Mongolia Autonomous Region. Finally, based on the existence of the problem, the author give advice and make suggestions that how to strengthen the construction of public health safety for Inner Mongolia Autonomous Region.
