Research On Government Responsibility In Emergency Response Of Public Health Security

Public health security as the basic security of people’s life,with the continuous improvement of people’s living standards,deserves more attention.From the worldwide outbreak of SARS in 2003 to the incident of "Sanlu" Poisonous Milk Powder in 2008,then to the recent fake vaccine incident in many provinces and cities,public health and safety has received a great impact.From another angle,they also reflect the government’s responsibility and ability to deal with such incidents is inadequate.The government as the main responsibility party to protect public health security and the main body of management of public health emergency disposal,in the face of public health emergencies,has the primary responsibility for prevention,response and recovery.Therefore,the purpose of this paper is to study on how to define the responsibility in public health safety management for the government from itself and offer suggestions to the government on more effectively dealing with public health emergencies.First of all,through literature research,case analysis and other methods,starting from the two angles of public health emergency management and government responsibility,this paper presents an objective review on the literature aimed at government responsibility in public health management at home and abroad and finds that the research in this field is booming in China.The main research perspective focuses on public information disclosure of government responsibility in public health events,public participation and accountability.This paper summarizes the definition of public health safety,emergency,government’s responsibilities and performing responsibilities,based on the new public service theory,crisis management theory and responsibility ethics theory,and clarifies the government’s responsibility in the political,economic,legal and moral latitude.Then from the following aspects about public health emergency response such as the legal system construction,emergency management,the main responsibility of the government,behavior,public health emergencies and the assuming responsibility form of government in public health emergencies,etc.,this article introduces the assuming responsibility status of our government in the face of public health security incidents and the representative 2016 Shandong " fake vaccine" is selected and analyzed.Through the research,the author puts forward some problems of assuming responsibility of our government in dealing with the public health security incidents such as fuzzy responsibility,ineffective emergency systems and accountability after the event.And from the perspective of the legislation,the construction of emergency system and the implementation of the responsibility,the problems are analyzed and researched deeply.Taking the time of occurrence of health and safety incidents as the axis,from the three aspects the event before,the event occurring and after the event,the paper makes a general summary about the problems of assuming responsibility for our government in public health safety emergencies.Finally,the paper drawing lessons from the advanced experience of foreign countries and combining with China’s specific national conditions,from the establishment of the sense of responsibility,management system innovation,improvement of laws and regulations and supervision mechanism,puts forward the countermeasures such as improving the public health information disclosure,the integration of media and public participation in supervision and establishing a list of government powers and responsibilities,etc.And it makes recommendations on the Chinese government dealing with public health emergency and effectively fulfilling the responsibility of the government and strengthening the government’s responsibility to deal with public health emergencies.
