Research On Government ’s Responsibility In The Construction Of Rural Medical And Health Service

Under the background of the new normal development level of China’s economy,residents’ demand for medical and health services is increasing.It is necessary for the party and the government to pay more attention to the supply of rural medical and health services.In addition,medical and health products have the attributes of public essential products and continue to meet people’s medical and health care.Demand and the promotion of people’s health are important responsibilities of the government.The rural medical and health service system is a systematic project.There are three main parties in the construction of government,medical institutions and villagers.This paper focuses on the government and the main body of government construction.In the field of medical and health services,the position of government responsibility has been blurred.Responsibility positioning in the field of medical and health services is the starting point,rationalizing and standardizing the functions of the government,taking on the necessary responsibilities of the government,and giving play to the role of the government in guiding the division of labor between the three levels of medical institutions.Township hospitals play a leading role in the rural medical and health service system,which is the pivotal position in the design of medical and health service policy systems,and is the key to the linkage of tertiary medical institutions.Does the health service level of township hospitals be Meeting the medical needs of farmers is related to the content and scope of the government’s policy of adjusting rural health services.Therefore,this paper conducts field research from county-level township health centers,taking Hengxian County of Guangxi as an example,from the perspective of government responsibility to study how to properly play the role of government and improve rural medical and health services.Based on the government’s important construction subject,this paper first makes full study on the basis of studying the relevant literature of domestic and foreign scholars,analyzes the concepts of medical and health services,rural medical and health services and government responsibility,and supports the theory of responsible government,division of labor and new public management,and clarifies the significance and importance of this study.Combining with the current problems of rural medical and health service system and the problem of government responsibility,this paper analyzes and discusses.Secondly,this paper summarizes the present situation of rural medical and health service in Heng County,Guangxi,and after selecting three townships(six scenic towns,that Yang Town and Pingma)with a certain gap in economy,region and population,to carry out investigation and interview,use relevant theoreticalguidance,scientifically design the questionnaire of medical and Health service in Guangxi Heng County,A sample survey of three townships in Heng County,using spss20.0 statistical software for regression analysis of survey data,combined with qualitative analysis method,summed up and found that Guangxi Heng County Medical and health services have poor hardware and software facilities,low utilization rate,single medical policy knowledge access channels,lack of manpower and lack of service awareness and so on.Through this research results and theoretical basis to analyze the problems in rural medical services,in the final analysis is mainly the reasons for government responsibility,the provision of rural medical and health services can not be separated from the government’s organization,leadership and support.The author tries to make a deviation from the Government to formulate the implementation policy,the Government has insufficient responsibility for the supervision of the rural medical operation,the lack of the government’s financial investment responsibility,and the Government has carried out four reasons for the imperfect management of the primary medical personnel,and this Combining with the specific actual situation of rural areas in China,this paper puts forward that our government can learn from the experience of foreign government responsibility in the construction of medical and health services.For example:Improve policy design,strengthen executive power and publicity,improve supervision responsibility,ensure the quality of services,strengthen the Government’s financial support responsibility,strengthen the responsibility of rural medical team construction.
