Study On Water Resource Market Allocation In Turim River Basin

The main purpose of the study is trying to build up a theory of water resource market allocation in Turim river basin. And points out that the natural rules should be obeyed and the market allocation could not be used among the whole basin, it can only be used within the oasis.The research method of the study is system theory method, such as study problems as a whole, analyze problems in a comprehensive way, think things dialectically, and seek the best solution. Geography, landscape ecology, basin management, administration and economics knowledge is used to analyze problems and to build up concept model.The study is consisted of seven chapters, the synopsis is as follows.Chapter 1 is introduction. The research background, the reviews of this research field, research target, research method, research synopsis, etc. are introduced in this chapter.Chapter 2 is basic concept and theories. The concept include: property right, water resource, water right, water right market, sustainable water utilization, and water for ecosystem. The theories include: typical foreign water right system, system theory, ecological security patterns, spot-axle system theory, and ecological benefit outlook.Chapter 3 is the current situation and evolvement process of Turim river basin. Natural geography and ecological environment of the basin is described, the evolvement of the oasis, society and economy and water resource system of the basin is analyzed, and the reason of the environment deteriorating is concluded, there four reasons: bad natural conditions, unreasonable human activities, fast increasing population and lack of effective management.Chapters 4 is the look back and rethink the harnessing of Turim river basin. The mistakes in the recent comprehensive harnessing programmer is pointed out, such as building reservoirs in mountain area, extracting groundwater, allot water right according to the administrative divisions, etc.Chapter 5 is the water resource allocation strategy in Turim river basin. A assumption model, an oasis-river spot-axle system, is put forth according to the basin developing target and restrictive conditions, water resource allocation plan is decided base on the model, which is that the basin administration allot water resource to oasis administration according to plan, and the oasis administration could allot water resource to consumers through market.Chapter 6 is the elementary water right allocation in Turim river basin. The oasis is defined as the first level allotting unit, and then the elementary water right allocation model is put forth. The allocation basis of elementary water right is determined, which is the scientific oasis disposition system.Chapter 7 is the water resource market allocation in Turim river basin. Stepping price system is considered feasible, the water right exchange range is definite, and it can only be exchanged in the oasis.Conclusion: there are 3 administrative levels in elementary water right allocation; the first level allotting unit is not the administrative division, but the oasis which is fixed in geography place and size. the basin administration allot water right to oasis administration according to plan, and the oasis administration could allot water right to mass organizations, then to individual by market. The oasis water right can not be exchanged, but the water right of the mass organization and the individual could be exchanged inside of the oasis.
