Water is an important resource with limited amount. With the development of economic and social, needs and pressure of industrial and domestic water are increasing in China, especially in arid area. At present, there are different levels and types of water shortages problems in most regions of our country. The imbalance between supply and demand in arid area is more acute than in other area. So, faced with a serious shortage of water resources, improve water resources management level in river basin through advanced technology and methods is an effective way to solve the water crisis.Water resources management information system is a practical tool for water resources management of river basin. Basic requirements of the system are practical, giving managers the basis of scientific judgment when face complex problems, providing decisions and timely optimization of joint operation technology. Development and application of water resources management information system is a necessary means to achieve efficient water use, mitigation of the shortage of water resource and imbalance of water resource supply and demand.Study area of this paper is Manas river basin. Joint operation mode was explored through advanced technology means based on water resources allocation theory. Completely investigation of water resources situation in the river basin and suitable allocation management model was proposed. Water resources allocation management information system based on web, integration of GIS technology was developed to provide visual optimal allocation decision- making and analysis system for the water resources daily management, sustainable utilization and rational development of the Manas River Basin. Main research results showed as below:(1) Through analysis and research on the present situation of water resources management system, water resources management system designation of Manas river basin based on GIS architecture by the C/S and B/S hybrid system was established to balance hardware and software resources and to meet the different needs of different users.(2) Water resources operation management model was established by WRMM(Water Resource Management Model) through the analysis and statistics on data of Manas River basin. Supply and demand balance under different allocation strategies was forecast by simulation of spatial and temporal distribution and quantitative assessment of satisfaction of water demand. After analysis and calibration of parameters, the model was proved to be effective and adaptable which can applicable to Manas river basin water resources management allocation system.(3) Setting WRMM water resources allocation model as the core and the "Manas River Basin map" as the basic platform, “Manas river basin water resources allocation management system” were developed which integrated designed with GIS and database technology so as to realize reasonable allocation and management of each irrigation district in river basin. Functions of this system include river basin water resources reasonable operation, allocation and management of first order irrigation districts and display, query, statistic, maintenance and canal water level and flow relationship calibration of information(the basic situation of irrigation districts, water conservancy project, planting structure, socioeconomic status, etc.) on second order irrigation districts.(4) Supply and demand balance of the status year and planning year in first order irrigation district—Manas River Basin Irrigation District were analyzed and calculated by water resources allocation management system. According to forecast of water resources demand situation of planning in irrigation district, three typical schemes were developed. The data were collected and substituted into water management system. According to solving and comparison of schemes, method of combination of reduce the irrigation district area and increase engineering measures in Manas irrigation district was proposed to solve problem of water resource shortage and to maintain the sustainable development of water resources in the Manas River Basin.(5)Setting water resources allocation management system as the basis and main module, national standards and industry standards were carefully analyzed. We tried to develop water resources management information synthetic system of Manas river basin that integrated water resources information services, business management, operation and allocation and emergency management. In accordance with the principle of "unified planning, unified standards, unified design, data sharing", architecture mode and common database structure that applicable to water resources management system in Xinjiang was initially formed.
