In recent decades, all kinds of incidents continue to occur in the world and cause very serious loss by rescuing lately, the situation is mainly due to lack of emergency play management and so on. Now, many industries had been used emergency plan management which is made by paper, not only it uses inconvenient and saves hard, but also reduces the role of emergency plans. With the development of computer technology and geographic information technology, digital emergency dispatching command system has been used widely.Based on the emergency plan management system of a secret unit, the paper determined the characteristic and requirements of emergency plans based on the hardware condition and made sure the main task is to design the software system for the Emergency Plan Management System, including basic function module.The main work has been done as follows:(1) The paper proposed the design principles and system framework by the characteristic and requirements of system, and designed the development platform, database and interface of the system. And the paper designed the basic information management module, emergency resource management module, emergency plans module and GIS module.(2) The paper studied the spatial database storage module, server push, tile maps technology, video compression coding principles and applied to the GIS module successfully.(3) The paper studied H.263video compression algorithm and implementation method and applied to video return module. Because the image quality is not very good at low bit rate, this paper proposed a new rate-control model based on interest region and a simple bite-rate allocation strategy, it makes the interest region of pictures using high-bit-rate coding and it can effectively use the limited bit-rate by analyzing the rate-control algorithms like TM5,TMN8and JVT.(4) The paper completed the development of GIS module based on OpenLayers framework, it implements the basic function of GIS, the map tiles technology, server push technology, the display of emergency resources, the position, scheduling and tracking of personnel and emergency communications vehicle, in the GIS module, it implemented the function of video return and complete the functional requirements of GIS module well.The system developed on OpenLayers which meet the system requirements and achieve the desired goal. System has been successfully run which is stable and reliable.
