Objectives: To understand the current situation and characteristics of human resources for oral hygiene and oral medical institutions in China through web survey of oral medical institutions in Xi'an city,field survey of the basic information of oral physicians in China,administrative survey of the capability of provincial and municipal oral hygiene services in China and administrative survey of distribution of oral physicians in Shaanxi province in 2009; to evaluate regional oral hygiene services and human resources allocation for health; to explore how to make oral hygiene services satisfy people's increasing demand for oral health so as to provide references and scientific proofs for governments to make human resources policy for oral hygiene.Methods: Make statistical classification for all oral hygiene medical institutions in Xi'an city through searching and collecting data from the official website of Xi'an Municipal Bureau of Public Hearlth; make sample survey of oral physicians by one-on-one questionnaire; make general survey of oral hygiene medical practitioners in seven provinces or cities in China using questionnaire. Divide data of practitioners through surveying Shaanxi Provincial Health Office Databases by way of administrative investigation between 2001 and 2009 in Shaanxi province. Establish a database using FoxPro 6.0 software. Make a description of statistics using SPSS 14.0 software. Results: The number of oral hygiene institutions totals 440 in Xi'an city, including 123 stomatological departments in general hospitals, 112 stomatological departments in health centers, 52 departments of dentistry in polyclinics, 3 oral stomatological hospitals, 9 oral hygiene medical centers, 141 oral hygiene clinics. On average, each oral hygiene institution serves 16,844 patients, with a service area of 22.74 square kilometers. In Shaanxi province, there are 2987 oral physicians constituting 4.85% of the total number of physicians and 1,640 assistant oral physicians accounting for 5.90% of the total number of assistant physicians. Each oral physician serves 17,761 patients with a service area of 44.48 square kilometers. In Beijing, Guangdong, Guangxi, Jilin, Jiangsu, Liaoning and Yunan provinces, there are altogether 30,727 oral physicians making up 73.1% of the total oral health personnel. Each oral physician serves 11,579 patients. The number of oral physician constitutes 4.85%. The percentages of primary-titled , diplomate and male oral physician are 33.48%, 55.69% and 55.43 % respectively. Which are low in Degree of satisfaction of dental is: promotion system(35.79%), education system(41.75%), employee participation in management(42.46%), reward system(44.56%).The result of pay satisfaction of univariate analysis shows that the factors of professional technology of oral health care, busy degree of self-evaluation, information communication systems, training opportunities, working interests, work initiative, efficiency, objectives of workplace, structure of workplace, staff-care of workplace, staff involved in management, cooperation, interpersonal and work environment Conditions are statistically significant in the impact of reward satisfaction.Conclusion: The allocation of oral hygiene institutions in Xi'an reveals great urban and rural differences. Most oral hygiene institutions are concentrated in downtown. Comparatively, there are much fewer institutions scattered in suburbs, which shows the unbalance of allocation. The human resources allocation for oral hygiene in Shaanxi province is extremely unbalanced, so is the allocation of oral physicians in counties and areas with different level of economic development. Great improvements are seen in areas with well-developed economy. The human resources for oral physicians are insufficient. Besides, the allocation as well as structure of oral hygiene personnel is irrational.
